Full Description

This acquisition is to obtain a Cost Reimburseable No Fee (CRNF) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the purpose of establishing a strategic reserve of technical expertise and engineering skills in the Robins AFB area to augment organic technical capabilities. Also, this contract vehicle may be used by other Air Force organization, Services, and Department of Defense (DoD) agencies to provide direct access to engineering solutions and scientific expertise. This supplemental workforce must be technically competent and knowledgeable of existing military weapon systems and platforms. Also, the source must be capable of providing timely, integrated, engineering solutions to difficult technical challenges. It is essential to maintain this engineering capability at Robins AFB for continuity, dependability, and follow-on work since a loss of this rapid response capability to respond to warfighter requirements will adversely impact the Air Force mission. Therefore, this is a sole source requirement to Mercer Engineering Research Center (MERC), 135 Osigian Blvd. Warner Robins, GA 31088-7810. The primary Authority is 10 U.S.C. 2304 (c) (3); however, other authorities may be authorized with this IDIQ contract with a separately approved Justification & Approval that is specific to the task order. The IDIQ contract will have a basic performance period of one year plus two annual options. Destination: To be determined on each task order. Electronic procedures will be used for this solicitation; to request a copy of this solicitation, go to http://www.fedbizopps.gov. All responsible sources may submit a proposal, which shall be considered by the agency. Approximate issue date of solicitation is 08 Nov 2016. Approximate response date is 08 Dec 2016.
