Engineering Services Roster

EfficiencyOne is soliciting proposals under RFP-2026-0420 to establish a roster of up to five qualified engineering firms to provide specialized consulting services on an as-and-when-required basis. The objective is to supplement internal capacity across multiple disciplines, including mechanical, electrical, civil, structural, process, industrial, and energy engineering. The selected firms will enter into a Master Services Agreement and a Standing Offer, with an anticipated performance period beginning February 1, 2027, and extending through January 31, 2030. Services include energy audits, such as ASHRAE Level 2, engineering calculations for energy and GHG reductions, and scenario analysis for electrification and load management. The procurement follows a Best Value Business Model where awards are based on a scored evaluation of qualifications and value rather than price alone. All projects will be executed as Time and Materials engagements, with pricing submitted as annual hourly rates in Canadian dollars. Strict security and compliance requirements are in place, including mandatory Multi-Factor Authentication attestation, SOC 2 Type II or ISO certification, and adherence to the Fighting Against Forced Labour and Child Labour in Supply Chains Act. Additionally, firms must maintain significant insurance coverages, including 5 million dollars in commercial general liability and 2 million dollars in professional liability. Data security is paramount, with restrictions prohibiting the storage or processing of data outside Canada and the United States and strict controls on the use of external AI tools.
