Enhanced Use Leasing Project Edwards Air Force Base

The Department of the Air Force, through the Air Force Civil Engineer Center, is soliciting proposals under Request for Lease Proposal AFCEC-27-R-0001 for a long-term Enhanced Use Lease at Edwards Air Force Base in Kern County, California. The project involves the development of approximately 215 acres of land for market-facing mixed-use projects, including commercial and retail spaces, medical facilities, and housing for military families, single members, civilians, and defense contractors. In exchange for the leasehold interest, the government is seeking cash rent and or in-kind consideration, which may include future undetermined construction projects. The selection process follows a two-phase, best-value approach. Phase I involves ranking offerors based on an integrated assessment of project concepts, market feasibility, financial capability, and organizational experience. Phase II consists of lease negotiations with selected potential lessees. Proposals must include a financial pro forma in Microsoft Excel and a notional integrated project schedule. While not governed by the Federal Acquisition Regulation as it is not a standard procurement of goods or services, the project requires compliance with the Davis-Bacon Act, Executive Order 11246 regarding equal employment opportunity, and specific insurance requirements, including an AM Best Rating of A- / VIII or better. Selected lessees will be responsible for financing, permitting, constructing, and operating the improvements. Key requirements include providing payment and performance bonds with the government as a co-obligee and establishing a demolition reserve account ten years prior to the lease expiration. The deadline for the intent to submit is November 30, 2026, with final proposals due by January 4, 2027.
