PROGRAM BACKGROUND & REQUIRED CAPABILITIES In March 1995, Department of Defense Directive Number 8220.1 was signed by the Deputy Secretary of Defense. This Directive officially assigned the Secretary of the Army the responsibility for establishing a Single Agency Manager (SAM) for the provision of Pentagon Area Information Technology shared services. The single agency manager (SAM) is now known as the U.S. Army Information Technology Agency (USAITA). The intent of the USAITA is to be a customer-focused service provider that provides, manages, operates, and maintains Information Technology shared services for the Pentagon Area and select agencies and organizations in the National Capital Region (NCR). The Department of Defense Directive stated that USAITA was to be the central source for Information Technology services, and therefore eliminate the requirement for each Department of Defense component to establish, operate and maintain duplicative technology. The policy also explicitly directed USAITA to manage costs, as the directive outlined the responsibility to operate as a business, and continually evaluate new commercial alternatives to providing existing capabilities in the interest of finding cost savings. This contract is to support the Engineering Directorate (ED). However, due to the changing nature of roles in USAITA, support at times may be provided across the enterprise to the Office of the Chief Technology Officer. Engineering Directorate is envisioned as the USAITA-wide engineering proponent. As such, it consolidates all directorate-based, engineering elements that currently perform many engineering tasks unrelated to supporting existing infrastructure. Equally, Engineering Directorate supports the Pentagon Information Technology Master Plan as the leader of modernization efforts for Pentagon Tenants. The following key roles are assigned to Engineering Directorate: 1. Solutions Design 2. Core (Infrastructure) Engineering 3. Consulting Engineering 4. Engineering Governance/Project Management 5. Developing, owning, and managing and executing a streamlined System Engineering Framework (SEF) to assure that all projects are appropriately vetted prior to deployment, change or decommissioning 6. Life Cycle Management (LCM), and technical upgrade activities for the agency 7. Capacity and Demand Management Planning 8. Problem Management The support shall be provided in Government facilities in the Pentagon, Pentagon-authorized swing space, and established alternate site(s), internal to the NCR. It is especially noted that the Mark Center, Raven Rock Complex, Ft. Detrick, Ft. Belvoir, Ft. McNair, Ft. Myer, Ft. AP Hill, and Naval Support Group (Mechanicsburg, PA) are defined as being part of the NCR. Please reference the draft PWS for further details.
