Enterprise Messaging Modernization and Engineering Support

The Defense Information Systems Agency (DISA) is conducting market research through a sources sought notice for Enterprise Messaging Modernization and Engineering Support. This effort seeks to identify qualified vendors capable of providing continuous 24/7/365 contractor support for a modernized enterprise messaging capability that supports Department of Defense information-sharing and Joint Information Environment goals. The anticipated period of performance includes one 12-month base year starting August 15, 2027, with four subsequent 12-month option years. Work will be performed primarily at DISA Headquarters in Fort Meade, Maryland, or at approved contractor secure facilities. Technical requirements focus on a DevSecOps methodology to manage cloud-native applications within a DoD IL6 Azure Government environment. Key capabilities include RabbitMQ messaging, AKS/Kubernetes, and support for protocols such as Advanced Message Queuing Protocol, Message Queuing Telemetry Transport, and Wireless Sensor Network. Vendors must ensure compliance with the Risk Management Framework, cybersecurity standards, and mutual Transport Layer Security using DoD Public Key Infrastructure. The scope includes achieving interoperability certifications and information assurance accreditations, as well as executing preliminary and critical design reviews. Interested respondents must submit a capabilities statement of no more than seven pages by October 2, 2026, and demonstrate the ability to comply with FAR clause 52.219-14 regarding limitations on subcontracting.
