Advance Procurement Notice DCC-IT-020-4 ENTERPRISE RESOURCE PLANNING SYSTEM DESIGN and DEPLOYMENT (“System Integration”) Ottawa, ONTARIO (with Security Requirements) Purpose of this Advance Procurement Notice This is not a bid solicitation nor a request for proposals. This Advance Procurement Notice (APN) is a preliminary notice regarding a potential contract, which includes security requirements. The purpose of this APN is to allow interested consultants to initiate the sponsorship process to obtain the necessary security clearances (if required). Please note that there is no guarantee that this contract will proceed or that security clearances will be granted within the anticipated timelines or at all as part of the sponsorship process. Description of the Project and Services Defence Construction Canada (DCC) is undertaking a major digital transformation to replace its legacy Enterprise Resource Planning (ERP) system. As part of the transformation DCC aims to establish a modern, integrated, and sustainable enterprise platform that supports its future-state operating model. DCC is seeking a number of benefits from the new ERP system including but not limited to: Establishing an efficient single source of truth for operational and financial data to support processing and reporting; Reducing duplication of effort across multiple systems and processes; Streamlining, standardizing, simplifying, and automating enterprise processes; and Improving user experience, ease of interaction, and expanding self-service capabilities. DCC requires the services of a Systems Integrator (SI) to successfully implement the new ERP software system. The services are expected to be carried out over the following 6 phases: Phase 1 – Discovery & Planning Phase 2 – Design Phase 3 – Development Phase 4 – Testing Phase 5 – End User Training & Deployment Phase 6 – Support & Maintenance It is anticipated that this solicitation will be initiated in Summer 2026, conditional on receiving approval to proceed. Interested consultants are advised that a separate solicitation is currently underway for the ERP software solution. As such, the selection of the ERP software solution is intended to be identified at a later date, prior to the closing of the upcoming solicitation for ERP system integration. Contract Award and Anticipated Security Requirements To be eligible for contract award, a proponent will be required to, among other things, actively hold or obtain all required security clearance(s) prior to the date of the award, as will be further detailed in the forthcoming solicitation documents. The anticipated organizational security clearance level for this contract is Designated Organization Screening (DOS) with Document Safeguarding Capability at the level of Protected B. Industrial Security Program Sponsorship DCC is providing consultants early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, consultants that intend to submit a proposal for this project and that do not actively hold the above identified security clearance(s) should begin forthwith the security clearance application process by applying through DCC’s ISP. Under this program, DCC may, at its entire discretion, provide preliminary assistance to all the potential bidders or proponents with their respective security clearance sponsorship process. To begin the security clearance sponsorship process, please submit a sponsorship request application to DCC by following the steps identified on DCC’s website at: https://www.dcc-cdc.gc.ca/industry/security-requirements. In their sponsorship request application to DCC, consultants are asked to quote the following information, among other things: APN number (Project number on the MERX notice); Contract number DCC-IT-020-4; and Level of clearance requested to be sponsored for. Sponsorship Process Upon receipt, DCC will review the sponsorship request application and will communicate directly with the consultants to provide assistance for the completion of the sponsorship request packages. Once DCC has determined, at its entire discretion, that a consultant: has started the sponsorship process prior to the closing of the solicitation (Contract number to be listed on their request for sponsorship) on MERX, has met all the material requirements of the sponsorship request package, and has submitted a proposal or a bid, DCC will send the documents to the Public Services and Procurement Canada’s (PSPC) Contract Security Program (CSP). Following receipt of the sponsorship request package, the CSP will communicate directly with the proponent regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing. At such time, the proponent will need to promptly cooperate with CSP to ensure that the process is completed as soon as possible.
