Solicitation # ACF-26-IS-01
The Administration for Children and Families under the Department of Health and Human Services is soliciting input through a sources-sought notice to identify innovative, modular, and interoperable technology solutions that support modernization of child welfare systems for Title IV-E agencies at the state, territorial, and tribal levels. The goal is to gather comprehensive information on the current vendor landscape, including capabilities, implementation approaches, and emerging innovations that can help jurisdictions plan, deploy, and sustain technology systems aimed at improving outcomes for children and families. This initiative is part of a broader effort to advance a home for every child by enhancing the efficiency, effectiveness, and scalability of child welfare technology infrastructure without prescribing specific products or services. Responses and inquiries must be submitted exclusively through designated online forms. While the resulting catalog will not function as a procurement tool or list of pre-approved vendors, it will serve as a transparent resource to help jurisdictions understand the full spectrum of available solutions, identify gaps in current technology offerings, and assess where vendors can best support their modernization goals. All activities are centered in Washington, D.C., with the point of contact for questions listed as Jan Welsh of the Department of Health and Human Services.

Defence Construction Canada is preparing to issue a solicitation for the design and deployment of a new Enterprise Resource Planning system under contract number DCC-IT-020-4, with the procurement process expected to begin in summer 2026. This initiative aims to replace legacy systems with a modern, integrated platform to centralize operational and financial data, eliminate redundancies, automate key processes, and enhance user experience through self-service capabilities. The project will be executed across six distinct phases: discovery and planning, design, development, testing, end-user training and deployment, and ongoing support and maintenance. Importantly, the selection of the underlying ERP software solution is currently underway separately and will be finalized prior to the integration contract award. To participate, potential contractors must hold or obtain a Designated Organization Screening with Document Safeguarding Capability at the Protected B level, and DCC is offering early sponsorship through its Industrial Security Program to facilitate the clearance process. Interested parties are required to submit a sponsorship request by July 15, 2026, including the APN number and contract reference, and must begin this process independently before submitting a formal bid. DCC provides no guarantee that clearance applications will be approved, and applicants assume full responsibility for application accuracy, associated fees, and timing risks. While DCC assists with sponsorship submission to Public Services and Procurement Canada’s Contract Security Program, the ultimate decision on clearance rests solely with the federal security authorities, and no liability is accepted by DCC for delays or denials.
