The Centers for Medicare & Medicaid Services (CMS) has decided not to pursue its own contract for IT support services as originally planned under the Enterprise Systems Development initiative. Instead, CMS will utilize existing small business Government Wide Acquisition Contracts (GWACs) to fulfill its IT service needs. This approach allows CMS to maintain a focus on maximizing participation by small businesses while ensuring access to the required technical support. Each specific IT service requirement will be subject to market research to evaluate options from small business providers. This effort is reflected in the "Enterprise Systems Development Small Business Set Aside" sources sought notice issued in April 2012, under solicitation number CMSESDSB. The contract pertains to IT services under NAICS code 541512. The initiative emphasizes the use of small business sources and involves ongoing market research for each procurement decision. The primary point of contact for this effort is Contracting Officer Andy S Mummert, who can be reached via email or phone for further inquiries. The contract does not specify a particular location for performance or detailed agency office information.

The Centers for Medicare & Medicaid Services has determined that it will not seek to award its own contract to provide Information Technology (IT) support services, as envisioned by the original Enterprise Systems Development sources sought notice posted in July 2011. CMS has conducted market research and has determined that existing small business Government Wide Acquisition Contracts (GWACs) provide the right kind of services and will allow CMS to continue to offer maximum practicable participation to small businesses. CMS will conduct market research on each specific IT service requirement to consider small business concerns.
