DEFENSE HEALTH AGENCY REQUEST FOR INFORMATION

ENTERPRISE VIRTUAL PHYSICAL THERAPY CAPABILITY FOR MUSCULOSKELETAL AND PELVIC FLOOR REHABILITATION SUPPORTING ACTIVE-DUTY MEDICAL READINESS AND MILITARY HEALTH SYSTEM BENEFICIARY CARE

1. Purpose:

The Defense Health Agency Contracting Activity (DHACA) is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify commercially available Enterprise Virtual Physical Therapy capabilities that support rehabilitation of musculoskeletal (MSK) and pelvic floor conditions while improving access to care, enhancing the efficiency and effectiveness of existing Defense Health Agency (DHA) Military Treatment Facility (MTF) physical therapy resources, supporting active-duty medical readiness, and improving beneficiary care.  Information received in response to this Request for Information (RFI) will assist the Government in understanding commercially available capabilities, refining future requirements, informing acquisition planning, and supporting the development of a future solicitation, if appropriate.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.

This RFI is issued solely for market research and acquisition planning purposes in accordance with Federal Acquisition Regulations.  This notice does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or any commitment by the Government to award a contract or otherwise procure the services described herein.  Information received in response to this RFI will be used to assist the Government in refining its requirements, assessing commercially available capabilities, evaluating potential acquisition strategies, validating the appropriate North American Industry Classification System (NAICS) code, and determining the most effective contracting approach to support the DHA mission and strategic priorities.  The Government is not seeking proposals or quotations at this time and will not reimburse respondents for any costs incurred in preparing or submitting a response.  Responses to this RFI are voluntary and will be used solely for market research purposes.  Responding to this RFI is not a prerequisite for participation in any future solicitation, should one be issued.

1. Objective:

The Government seeks information regarding commercially available Enterprise Virtual Physical Therapy capabilities that improve access to rehabilitation services for MSK and pelvic floor conditions while supporting medical readiness, improving clinical outcomes, and optimizing DHA MTF resources. The Government seeks information on commercially available approaches that:

• Improve timely access to physical therapy services for MSK and pelvic floor conditions.
• Improve active-duty medical readiness by accelerating return-to-duty and reducing lost duty time.
• Reduce barriers to accessing physical therapy services.
• Improve access for geographically dispersed, operational, remote, and underserved populations.
• Improve patient engagement and clinical outcomes.
• Increase enterprise rehabilitation capacity and optimize resource utilization.
• Increasing the efficiency and effectiveness of the DHA MTF physical therapy workforce.
• Complement existing DHA MTF physical therapy services without replacing clinical judgment or in-person care when clinically indicated.
• Support scalable enterprise physical therapy capabilities across the DHA enterprise.
• Provide enterprise performance reporting, readiness metrics, and healthcare analytics.
• Demonstrate measurable operational, clinical, and return on investment (ROI).

The Government has not identified a preferred technology, digital platform, clinical delivery model, staffing approach, or business model and encourages respondents to describe commercially available capabilities that best satisfy these objectives.  Previous pilot efforts demonstrated the potential for virtual physical therapy to improve access to care and patient engagement. Building on those efforts, the Government is conducting market research to better understand commercially available capabilities that can complement and enhance existing DHA MTF physical therapy services by improving access, increasing the efficiency and effectiveness of the existing physical therapy workforce, expanding enterprise capacity, improving patient outcomes, and supporting active duty medical readiness. Information received will help inform future requirements, acquisition planning, and implementation strategies.  Respondents should describe how their proposed capability supports enterprise implementation, interoperates with MHS clinical workflows and information systems (e.g., MHS GENESIS), where appropriate, ensures documentation is available to the patient’s enrolled military treatment facility, and demonstrates  measurable improvements in access to care, medical readiness  ability to deliver measurable improvements in access to care, medical readiness, clinical outcomes, and resource utilization.

The Government requests industry feedback regarding the most appropriate NAICS code for this requirement. (Subject to Market Research)

 Background:

The DHA is committed to delivering a medically ready force and a ready medical force while providing high-quality healthcare to MHS beneficiaries.  MSK conditions remain one of the leading causes of limited duty, lost duty time, delayed return-to-duty, and reduced operational readiness across the MHS. Access to rehabilitation services varies across the enterprise due to provider availability, geographic dispersion, operational requirements, and local demand.

The Government is interested in commercially available capabilities that complement and enhance existing DHA MTF physical therapy services by improving access, increasing provider efficiency and effectiveness, expanding enterprise rehabilitation capacity, improving patient outcomes through virtual capabilities and supporting active duty medical readiness. This market research will assist the Government in identifying commercially available capabilities, innovative approaches, and industry best practices to inform future requirements and acquisition planning.

Responses should include sufficient detail to enable the Government to understand commercially available capabilities, implementation approaches, performance measures, and acquisition considerations.

6. RFI Response Technical Capability Statement Requested:

Interested parties are requested to submit a capability statement describing their commercially available Enterprise Virtual Physical Therapy capability and how it addresses the Government’s objectives identified in this RFI. Capability statements should address the following:

A. Company Information

Provide:

• Company overview.
• Core areas of expertise.
• Relevant experience supporting federal agencies, military organizations, commercial health systems, and other large healthcare enterprises.
• Examples of similar efforts, including customer, period of performance, contract type (if applicable), population served, and measurable outcomes achieved.

B. Capability Overview

Describe your organization’s capability and how it supports:

• Improving access to rehabilitation services for MSK and pelvic floor conditions.
• Improving active-duty medical readiness.
• Improving patient outcomes.
• Expanding rehabilitation capacity.
• Improving the efficiency and effectiveness of the physical therapy workforce.
• Supporting geographically dispersed, operational, or underserved populations.
• Enterprise scalability and implementation across large healthcare organizations.

C. Technical and Clinical Approach

Describe your organization’s technical and clinical approach, including, as applicable:

• Describe the services, technologies, clinical capabilities, care coordination, patient engagement clinical and operational approaches your organization provides that support musculoskeletal rehabilitation.
• Describe your organization’s enterprise capacity, scalability, and ability to support geographically dispersed populations.
• Describe how your proposed capability integrates with existing DHA MTF clinical workflows supports continuity of care between virtual and in-person physical therapy services.
• Describe the safety and quality controls – how is  safety managed in the virtual environment for care coordination. How does the system recognize a patient who may not be appropriate for physical therapy, or whose current or future condition is worsening? How are such patients flagged and returned to in-person care?

D. Performance Measurement

Describe how your organization measures and reports the effectiveness of its capability and what performance measures the Government should consider when evaluating success.
