The solicitation will have the Past Performance Questionnaire  (PPQ), which is attached to this  notice, so the vendors might start requesting  the references regarding past  performance.

The U.S. Army Reserve (USAR) requires non-personal services to provide a multi-disciplinary Holistic Health and Fitness (H2F) Performance Team (HPT) to support the readiness and resilience of U.S. Army Reserve Soldiers. The objective is to embed human performance experts to assess, educate, train, and support Soldiers across the five H2F domains: Physical, Nutritional, Mental, Spiritual, and Sleep. This initiative is designed to address the unique readiness challenges of a part-time force by providing expert guidance during both military training periods and the time Soldiers spend as civilians.



The Contractor shall provide twenty-five (25) full-time equivalent personnel, consisting of Registered Dietitians, Cognitive Performance Specialists, Strength and Conditioning Coaches, and Athletic Trainers. These professionals will not provide clinical medical care but will focus strictly on educational, advisory, and human performance optimization services. Key tasks include developing and implementing command-specific readiness programs, providing group and individual coaching, delivering educational curriculum, and mentoring unit-level H2F Integration Teams.



Services shall be performed at multiple locations, including sites in Pinellas Park, FL; Joint Base McGuire-Dix-Lakehurst, NJ; Gillem Enclave, GA; Fort Snelling, MN; Fort McCoy, WI; Tampa, FL; Columbia, SC; Nashville, TN; Charlotte, NC; and Fort Jackson, SC. Contractor personnel must be prepared for flexible schedules, including evenings and weekends, to align with Army Reserve training, and must be available for regular travel to subordinate unit locations.



The Government intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 12-month base period, one 12-month option period, and a potential 6-month extension. All contractor personnel must be U.S. Citizens and must be able to obtain and maintain a Confidential security clearance. Interested parties should possess experience in providing human performance services to athletic or tactical populations and must meet the specific professional education, certification, and licensure requirements detailed in the solicitation.
