The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole-source contract with American Science & Engineering (AS&E) for maintenance of NRC-owned AS&E X-ray machines. The period of performance for this requirement is five years, including one base year and four option years. The NRC requires continuation of maintenance services for thirteen AS&E Micro-Dose X-ray inspection systems, which include the Z backscatter technology. These X-ray machines are used by the NRC at Headquarters, Regional and other NRC facilities to screen packages and incoming mail. Maintenance services are currently being provided by AS&E under NRC-HQ-12-P-10-0143 and NRC-10-10-427. Services include comprehensive preventative and corrective maintenance, including all parts and labor, consumables and X-ray tube disposal, for NRC-owned AS&E X-ray machines. The AS&E Gemini parcel x-ray inspection system, with the Z Backscatter technology, is only manufactured by and can only be maintained by AS&E. Proprietary systems information, schematics and parts are only available to AS&E's service technicians. Therefore, AS&E is the only source that can meet NRC requirement for maintenance of NRC-owned AS&E X-ray machines. This is not a request for competitive proposals. Request for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. Statutory Authority: 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
