The Department of Defense, through the Army Contracting Command, is conducting market research via a Sources Sought Notice for the procurement of two turnkey, rapid-deployment inflatable Electromagnetic Interference (EMI) shielded enclosures, commonly referred to as SCIF Tents. These portable systems are intended for the Army Headquarters Department of Army G-3/5/7 to provide secure communications and acoustic speech privacy during mobile operations. Each enclosure must feature a 4ft x 4ft x 7ft internal working space, a high-pressure inflatable airbeam framework, and multi-layered conductive metallized fabric. The complete systems must include integrated ventilation with honeycomb waveguides, filtered power distribution with NEMA 5-15R receptacles, acoustic voice masking, LED lighting, and ruggedized transit cases suitable for military transport. The government requires delivery of these units to the Pentagon in Washington, DC, by November 30, 2026, on an FOB Destination basis. A critical requirement is a three-year comprehensive manufacturer warranty covering 100 percent of parts and depot repairs for defects such as fabric delamination and power filter degradation. Interested vendors under NAICS 314910 must submit a capability package by October 29, 2026, detailing their technical compliance, business profile, and past performance within the last three years. Submissions are limited to five pages and must address the vendor's ability to perform baseline RF continuity testing and meet the strict delivery timeline.

Battelle Energy Alliance, LLC, acting as the management and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory (INL), is soliciting Expressions of Interest (EOI) from qualified vendors to provide comprehensive design and installation services for new entrance canopies at Buildings 682 and 688. This initiative aims to address recurring failures of card readers caused by extreme wind and weather by enhancing the security, safety, weather protection, and architectural integration of the building entrances. The anticipated scope includes designing, fabricating, and installing canopy structures that comply with all relevant building, safety, and environmental regulations. Work must be performed within the INL site boundaries where construction activities exceeding $2,000 are subject to the Davis-Bacon Act wage requirements and the INL Site Stabilization Agreement (SSA). Documentation and verification of installation quality are also required, underscoring the project's emphasis on durability and compliance. The EOI process serves as a preliminary step to identify capable vendors ahead of a formal Request for Proposal (RFP). Interested firms are asked to submit company details, descriptions of relevant design and installation capabilities, applicable NAICS codes (notably 314910 for millwork-related services), business size classification, and any prior DOE or federal contract experience. The submissions must be emailed to the designated point of contact, Chase Egbert, by mid-August 2026. Proprietary information must be clearly marked due to sensitivity considerations. While no formal contract clauses, pricing, or evaluation criteria are outlined at this stage, selected respondents may be invited to a future RFP where detailed contract terms, performance periods, and award methodologies will be established. The installation work will occur on-site at INL in Idaho Falls, and final inspection and acceptance authority reside with the DOE and Battelle Energy Alliance. This pre-solicitation effort reflects BEA’s commitment to enhancing INL’s facilities and supports operational reliability amidst challenging environmental conditions.

INTRODUCTION

Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors to provide design and installation services for entrance canopies at Buildings 682 and 688. This initiative supports BEA’s commitment to improving facility safety, accessibility, and weather protection for personnel and visitors.

BACKGROUND

Due to wind and extreme weather conditions, the card readers are seeing numerous failures. Buildings 682 and 688 require new entrance canopies to enhance security, safety, and protection from environmental conditions and improve structural aesthetics. The scope of work may include the following:

  • Design and fabrication of entrance canopy structures at Buildings 682 and 688.
  • Installation of canopies at designated building entrances.
  • Integration with existing architectural and structural elements.
  • Compliance with applicable safety, building, and environmental standards.
  • Documentation and verification of installation for quality assurance.

INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. INL is operated under a management and operating contract with the Department of Energy and as such, the Davis-Bacon Act applies for contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of buildings or works at INL. Construction work at the laboratory Site covered under the Davis-Bacon Act is additionally subject to the INL Site Stabilization Agreement (SSA). These Site areas include all areas within the 890-square mile boundary, including the Material and Fuels Complex, Central Facilities Area, Advanced Test Reactor, Radioactive Waste Management Complex, and Specific Manufacturing Capability. The agreement is between signatory contractors and labor unions performing such work. Information regarding the INL Site Stabilization Agreement is available from the Site Labor Coordinator at +1 (555) 000-0000 or at contact@example.gov. Construction work performed at Idaho Falls facilities is not subject to these agreements.

PROCESS

This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.

SUBMITTAL REQUIREMENTS

Interested vendors should submit an Expression of Interest that includes the following:

  • Company name and point of contact
  • Description of relevant canopy design and installation capabilities and experience
  • NAICS codes and business size classification
  • Any existing DOE or federal contracting experience (if applicable)

Deadline for submission: August 14, 2026
Submit to: contact@example.gov

Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
