Sources Sought Notice: 75H70419Q00049 Entrust Certificates - SSL Certificate services for securing IHS websites. INTRODUCTION This is a Sources Sought notice. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources that are: Total Small Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code, 518210, for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition set-aside. BACKGROUND The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally-recognized tribes grew out of the special government-to-government relationship between the federal government and Indian tribes. This relationship, established in 1787, is based on Article I, Section 8 of the Constitution, and has been given form and substance by numerous treaties, laws, Supreme Court decisions, and Executive Orders. The IHS is the principal federal health care provider and health advocate for Indian people and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for American Indians and Alaska Natives who are members of 566 federally recognized Tribes across the U.S. Entrust certificates are widely in use across the IHS where IHS and HHS certificates could not be used due to technical limitations to secure and encrypt web-based applications. Entrust is the standard used across HHS for publicly-trusted certificates to secure web-based applications. This purchase is to renew annual maintenance on existing certificates so that they don't expire. If these certificates were to expire, IHS services would be impacted and this could potentially expose sensitive IHS data to risk. IHS has a heavy investment in the use of these certificates within existing applications and a changing to a different solution would incur a significant burden and additional cost to the IHS as these certificates would all need to be changed. This would also introduce risk to the web services being secured with these certificates.
