Description


The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS), Acquisition and Grants Office (AGO), Satellite Information Acquisition Division (SIAD) intends to award a firm fixed price order on a single source basis in accordance with RFO 12.102(a) (41 USC 1901), based on only one source, where no other supplies or services will satisfy agency requirements. The proposed source is NV5 Geospatial Solutions, Inc. (NV5GSI), Broomfield, CO, and the items being sought, ENVI and SARscape software maintenance renewals, for use in the NOAA/Office of Satellite and Product Operations (OSPO)/Satellite Operation Control Center (SOCC)/Environmental Satellite Product Center (ESPC) in Suitland, MD 20746. NV5GSI is the sole provider of this software maintenance as NV5GSI does not utilize third-party distributors, resellers, or agents for their software products. The applicable North American Industry Classification System (NAICS) Code for this action is 513210 Software Publishers and the Small Business Size Standard is $47.0.



The Government anticipates a firm-fixed commercial item purchase order with a period of performance of 08-01-2026 to 07-31-2027. This requirement will use RFO Part 12 procedures for awarding the contract and the anticipated award date is no later than July 31, 2026.



This notice is published for informational purposes only and is not a request for competitive quotations. However, responsible sources who believe they can meet this requirement are to submit a written affirmative response.



All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company’s ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 12:00 PM ET on Thursday, June 18, 2026. Responses must be submitted to the following person listed as the Government point of contact in this announcement. All questions must be submitted in writing to the attention of the Government Contract Specialist.
