The National Oceanic and Atmospheric Administration (NOAA), through the National Environmental Satellite, Data, and Information Services (NESDIS), is soliciting proposals for the NESDIS Enterprise Mission Operations (NEMO) project under solicitation 2027-NESDIS-BB-0001. This initiative seeks to implement a multi-constellation commercial satellite operations service to lower observation costs and introduce technological advancements. The scope includes providing 24x7x365 command and control capabilities, mission lifecycle support, and data delivery for various satellite fleets, including JPSS, SOLAR-1, SOLAR-A, SOLAR-B, the GOES-R Series, and GeoXO. All solutions must be unclassified and adhere to FISMA High Impact Level and NIST security standards, with strict maximum time to restore requirements of 5 minutes for the GOES constellation and 10 minutes for GeoXO. This procurement is conducted as an Other Transaction Agreement (OTA) pursuant to the Weather Research and Forecasting Innovation Act of 2017 and utilizes a multiple-phase competitive down-select process. Phase I requires the submission of a white paper by October 19, 2026, including a value proposition and rough order of magnitude pricing. Selected offerors will proceed to Phase II to provide detailed technical responses, final pricing, and milestone schedules. The government intends to facilitate commercial operations for all currently operational satellites by 2029, with demonstrations beginning by 2028. Performance will be centered in Silver Spring, Maryland, and awards may consist of a single project or multiple projects based on the capability to meet objectives and the handling of intellectual property rights.
