AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA), through its Marine Operations Center's Acquisition, Accountability, and Analysis Branch, has issued a Notice of Intent to Sole Source for the procurement of two new spools of Rochester Cable (Part Number A316375) specifically designed for the Hydrographic Winches aboard the NOAA Ship Bell M. Shimada. The procurement authority is grounded in FAR 13.106-1(b)(1), which permits sole-source negotiations justified by the fact that Hexatronic Rochester Cable Inc. is the original equipment manufacturer (OEM) and the sole supplier of the compatible CTD cable fabricated for the Lebus Shell winch system installed on this vessel. The cable must meet precise technical specifications, including a length of 4,500 meters, diameter of 9.53 mm, breaking strength of 14,600 pounds-force, and a voltage rating of 2,000 volts. Each spool is required to be new, accompanied by certification sheets verifying the cable’s specifications and compliance, and delivered to NOAA’s facility in Newport, Oregon. Installation services are not included in this procurement and will be effected under separate contractual arrangements. This notice is not a solicitation for competitive quotes but allows any interested firms, who believe they can provide an equivalent product meeting all requirements, to submit a Capability Statement for consideration within 15 days of the notice's publication, with a formal submission deadline of 1600 PM PDT on February 3, 2026. Submissions must be in written form, electronically sent via email to the designated contracting officer, Isaac Bright. Firms must be registered in the System for Award Management (SAM) and possess a Dun and Bradstreet Number (DUNS), as these are mandatory prerequisites for award eligibility. Award decisions will rest solely on whether the Government determines it necessary to proceed with sole-source procurement based on proprietary compatibility and OEM exclusivity; no formal evaluation factors, ranking, or price/technical trade-off analyses will be applied. Inspection and acceptance will be conducted by NOAA personnel upon delivery to verify conformity with strict technical and documentation requirements. No formal contract clauses or detailed pricing information are provided at this stage, reflecting the pre-solicitation nature of this notice.
