AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA), through its Marine Operations Center Acquisition, Accountability, and Analysis Branch, intends to negotiate a sole source contract with Hose-McCann Telephone Co., Inc. for the evaluation, testing, and repair of the internal communications public address systems hardware aboard the NOAA Ship Okeanos Explorer. This procurement is authorized under FAR 13.106-1(b)(1) due to Hose-McCann being the original equipment manufacturer (OEM) and holding proprietary rights, including design drawings, programming data, and patents for the RMA Systems installed on the ship. Market research has determined that no other vendors are certified, trained, or authorized to service these proprietary systems, making Hose-McCann the only responsible source for this work. The repair and maintenance activities must be conducted at Hose-McCann’s OEM facility in Deerfield Beach, Florida, where the systems will be thoroughly evaluated, repaired, and tested to restore them to OEM-certified operational standards. Inspection and acceptance of the work will also occur at this location under NOAA oversight. While this notice does not constitute a solicitation for competitive quotes, firms believing they can meet the Government’s requirements may submit a Capability Statement by 1600 PDT February 2, 2026, for NOAA’s evaluation to determine whether a competitive procurement is appropriate. Submissions must be emailed to the designated contracting officer, Isaac Bright. Contractors must be registered in the System for Award Management (SAM) with a valid Dun & Bradstreet number to be eligible for award. No special clauses related to subcontracting plans, security clearances, or organizational conflicts of interest are included in this procurement. The contract type and period of performance are unspecified, reflecting a simplified acquisition process focused entirely on the proprietary nature of the OEM hardware and the necessity for Hose-McCann to perform all work. This action emphasizes the exclusive access to technical data and the unique certification held by Hose-McCann, supporting a sole source acquisition approach without a competitive evaluation process.
