WO24SOA1 & PR23SOA2, Environmental and Hazardous Materials Training Services – Standing Offer Agreement Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award two (2) Standing Offer Agreements (SOA) to provide “as and when required” the following professional services at Various Locations in Manitoba, Saskatchewan, Alberta and British Columbia: The training services may include, but are not limited to, the following: Development of courses. Update or development of course material. Update or development of student course handout material. Update or development of exams. Maintenance of course material to current legislation and industry practices. Delivery of training material and exams of students. Define prerequisite courses as required. The courses may include, but are not limited to, the following: Unit Environmental Officer (UEnvO) Unit HAZMAT Materials Coordinator (UHMC). Combined UEnvO and Training on Non-DND Land Course Training on Non-DND Land. Spill Response. Federal Halocarbon Regulations (FHR). Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations (STS). Environmental Impact Assessment Course Wildlife Safety Training. Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the Proponent with the highest total score for each SOA region. The Western Region SOA will be for a period of two (2) years with a maximum estimated value of $250,000. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to three (3) additional one (1) year period and increased in the order of $125,000 for each additional period at any time. Call-ups under the Western Region SOA are expected to be valued between $8,000 and $20,000; the maximum value of a call-up under the SOA is $50,000. Refer to the RFAP document for additional information. The Pacific Region SOA will be for a period of two (2) years with a maximum estimated value of $650,000. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to three (3) additional one (1) year period and increased in the order of $325,000 for each additional period at any time. Call-ups under the Pacific Region SOA are expected to be valued between $8,000 and $20,000; the maximum value of a call-up under the SOA is $50,000. Refer to the RFAP document for additional information. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. The selected consultant will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC).
