Environmental and Social Technical Assistance

The U.S. International Development Finance Corporation (DFC), through its Office of Development Policy, is procuring an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for environmental and social technical assistance to support its Risk Management Team across debt, equity, political risk insurance, and financial intermediary transactions. The contract will provide on-demand advisory services from a qualified consulting firm, with a five-year ordering period beginning June 15, 2026, and extending to May 14, 2031. The total estimated value is $223,128, based on a base year and four option years, with an annual ceiling of $2 million per task order. Labor services include Senior Environmental and Social Specialists, Environmental and Social Specialists, and Subject Matter Experts, alongside travel at $6,198 per trip. The contract is unrestricted, with no small business set-aside, and is awarded on a best value basis using a trade-off approach that evaluates technical approach, past performance, and price, with technical merit carrying the highest weight. Proposals are due by June 4, 2026, and must be submitted electronically via email to designated DFC points of contact, limited to 2 pages for contract documents and 1 page for the price narrative. Performance is primarily remote, with in-person requirements defined on a task-by-task basis. Contractors must comply with DFC’s Environmental and Social Policy and Procedures, IFC Performance Standards, Section 508 accessibility requirements, and IT security policies including non-disclosure agreements and ethics training. All deliverables, including reports, data, and process documentation, are government property and must be submitted in English with proper markings including contract number, task order, and DFC POC. Invoicing must be done exclusively through the U.S. Treasury’s Invoice Processing Platform, and WAWF is not used. Key personnel requirements include an IDIQ Manager as the single mandatory point of contact, while subcontractor flow-downs must include confidentiality provisions. Organizational conflicts of interest are managed at the task order level with strict firewalls preventing dual service to the same client. The contractor must also comply with prohibitions on procurement from Kaspersky Lab and restricted telecommunications vendors. Security clearances are not mandated at the IDIQ level but will be determined by individual task orders.
