The City of Fresno is initiating administrative annexation proceedings for approximately two acres of existing public street right-of-way located between East Belmont and North Minnewawa Avenues, between North Dewitt and North Bush Avenues. This action seeks to incorporate the area into the municipal boundaries of Fresno while detaching it from the Kings River Conservation District and the Fresno County Fire Protection District, transferring jurisdictional authority entirely to the City. No physical development, construction, or land alteration is proposed; the scope is limited to an administrative reorganization of jurisdictional boundaries. The project qualifies for a categorical exemption from the California Environmental Quality Act (CEQA) under Section 15061(b)(3), known as the “common sense” exemption, as the annexation of an existing public roadway right-of-way with no environmental changes is deemed incapable of causing a significant environmental impact. Supporting documentation includes a vicinity map delineating the annexation boundary, specifically identifying AREA 1 and AREA 2. The City’s Planning and Development Department, represented by Planner III Juan Lara, serves as both the applicant and responsible agency, with no external contractor involved. All actions are administrative in nature, relying on municipal authority and CEQA compliance rather than a procurement process. No federal contract mechanisms, pricing, solicitation numbers, FAR clauses, payment terms, delivery schedules, or procurement-related certifications apply. The project was submitted on August 14, 2025, and formally approved with a signed Notice of Exemption on August 26, 2025, and posted publicly on September 12, 2025.
