NIST is seeking information from potential suppliers regarding a replacement environmental chamber for its MTS Criterion C45 tensile testing system, with the intention to sole-source the purchase to MTS Systems Corporation if no other qualified sources are identified. The chamber must meet strict technical specifications including a temperature range of -70°C to +250°C, compatibility with the existing MTS C45 load frame and control interface, external dimensions of 533 x 889 x 864 mm, accommodation of specimen grips and extensometers, and integrated water-cooling capabilities for heat management. Installation and calibration at NIST’s Gaithersburg, MD facility are required, with delivery expected within 90 days of order receipt. The current chamber is obsolete and non-repairable due to aged components and lack of legacy parts, making replacement essential for ongoing materials research in infrastructure and energy applications. Market research conducted between January and April 2026 confirmed that only MTS Systems Corporation, the original equipment manufacturer, can meet NIST’s requirements due to the proprietary nature of its C45 system and the absence of authorized resellers. As such, NIST intends to proceed under FAR 12.102(a) and 41 USC 1901 to negotiate a firm-fixed price contract on a sole-source basis unless other capable parties come forward. Interested vendors must submit detailed capability statements by May 12, 2026, including their SAM-registered UEI, business classification, contact information, and a clear declaration of how they can satisfy all technical specifications. This notice is not a solicitation or request for quotations, and NIST will not pay for response costs or make any award based on submissions; all responses are for information purposes only and may be used at the agency’s discretion.

COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE

Announcement Type: Special Notice
Announcement Number: NIST-SSN-NOI-26-7301180
Subject: Environmental Chamber for MTS-Criterion C45 System

Applicable NAICS: 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with size standard of 750 employees
Applicable PSC: 6636 – Environmental Chambers and Related Equipment

Purpose
This is a combined sources sought notice and notice of intent to sole source, not a request for a quotation. NIST is seeking information from sources that may be capable of providing a solution that will achieve the essential requirements included in the “Description” section below.

If no alternate sources are identified, the Government intends to negotiate a firm-fixed price purchase order on a sole source basis with MTS Systems Corporation (UEI: PVMFSLG6GFF7) located at 14000 Technology Drive, Eden Prairie, MN 55344. This action will be conducted under the authority of FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. Delivery will be required within 90 Days after contractor receipt of order.

Description
The Contractor shall provide one environmental chamber which meets the minimum requirements identified below.

  1. Designed for use with MTS C45 load frames (specifically mounting bracketry for C45 models).
  2. Temperature Range: -70 oC to +250 oC.
  3. Control/Interface: Must interface with the existing MTS Criterion C45 system.
  4. External Dimensions (Width x Depth x Height) 533 x 889 x 864 mm (21 x 35 x 34 in).
  5.  Must accommodate specimen grips and extensometer.
  6. A water-cooling capacity to manage heat transfer during environmental simulation testing

The Contractor shall install and calibrate the new environmental chamber on the existing MTS Criterion C45 system at the NIST Gaithersburg, MD site.

Background
The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division’s (MSSD) Infrastructure Materials Group (IMG) studies the mechanical properties of materials (polymer, concrete, engineered composites) used for building, infrastructure, and energy applications. IMG owns and operates an MTS-Criterion 45 tensile tester to generate essential research data. The current thermal environmental chamber is non-functional and beyond economical repair due to its age and the unavailability of legacy parts. A replacement is essential to restore the lab's capability to conduct mechanical testing under controlled thermal conditions. The environmental chamber must work with an MTS Criterion C45 load frame NIST also owns and operates.

Based on market research conducted between January 2026 and April 2026, including speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements, only MTS Systems Corporation appears to be capable of meeting the Government's requirements. The MTS Systems Corporation equipment NIST uses is proprietary to this contractor and MTS Systems Corporation does not authorize resellers of its equipment.

How to Respond to this Notice
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This is a combined sources sought notice and notice of intent to sole source is not a solicitation.

Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than May 12, 2026 at 11:00 AM Eastern Time.

Each response should include the following Business Information:

  1. Contractor Name, Address,
  2. Point of Contact Name, Phone Number, and Email address
  3. Contractor UEI
  4. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov.
  5. Capability Statement describing what your company is capable of providing to meet the Government’s needs

Important Notes
The information received in response to this notice will be reviewed and considered so that the NIST may appropriately solicit for its requirements in the near future. This notice should not be construed as a commitment by the NIST to issue a solicitation or ultimately award a contract. This notice is not a request for a quotation. Solicitation for Gas Abatement System
Solicitation # 1333ND26QNB030563
The National Institute of Standards and Technology (NIST) is soliciting firm-fixed-price quotations for a gas abatement system to be installed at its Gaithersburg, Maryland campus. The system will support the Materials Measurement Laboratory by safely abating hazardous exhaust from plasma etch processes used in semiconductor device fabrication. The required equipment must feature a dry bed absorber/scrubber in an enclosed cabinet with control readouts and an endpoint detector. Technical specifications require the system to abate a specific gas matrix, including various fluorinated gases and noble gases, while ensuring hazardous gas concentrations at the outlet remain within threshold limit values and flammable gases stay below the lower explosive limit. The absorber canister must have a minimum lifetime of one year based on specified flow rates and process hours. This acquisition is a 100 percent small business set-aside under NAICS code 333242. Award will be made to the lowest priced, technically acceptable quoter, with technical capability rated as either acceptable or unacceptable based on whether the proposed equipment meets or exceeds all minimum requirements. The contractor is responsible for delivery F.O.B. Destination to the Gaithersburg site, providing a one-year warranty, and conducting on-site training. Quotations must be submitted in three distinct volumes, including a detailed technical approach with citations to the statement of work. Following two amendments, the final response deadline is September 15, 2026, at 10:00 am EST. Payment will be processed electronically through the Invoice Processing Platform System.
