Environmental Compliance and Engineering Support Services

The City of Pasadena Water and Power Department is seeking qualified professional engineering firms to provide as-needed environmental compliance and engineering support services for its power plants under solicitation 2026-RFP-0324. The work is organized into three primary groups: Group A covers general environmental compliance including air quality, stormwater, wastewater, and hazardous waste management; Group B focuses specifically on support for South Coast Air Quality Management District (SCAQMD) regulations such as Title V permitting and RECLAIM program compliance; and Group C involves comprehensive stormwater engineering services including design, construction administration, surveying, environmental assessments, and infrastructure development. Key deliverables include compliance reports, permitting documents, environmental assessments, emergency response plans, SPCC plans, emissions inventories, dispersion modeling, and construction-ready documentation at 30%, 60%, 90%, and final design stages. All work must align with regulatory requirements from SCAQMD, CARB, EPA, DTSC, RWQCB, OSHA/Cal/OSHA, ADA, WCAG 2.1 AA, Section 508, and California Title 24, with digital deliverables required to meet strict accessibility standards including VPAT or ACR submission. The contract has an initial term of five years with three optional one-year extensions at the City’s discretion. Offerors must be licensed to stamp city infrastructure documents, have five years of relevant experience, demonstrate prior public sector work, and provide three similar project examples with key staff involvement.
