Environmental Determination (ED23-180) Minor Use Permit / Coastal Development Permit (C-DRC2023-00041)

This project involves a phased Minor Use Permit and Coastal Development Permit (C-DRC2023-00041) for the installation and replacement of modular offices at 750 Hearst Castle Road in San Simeon, California. Phase 1 includes the installation of two modular offices totaling 5,760 square feet, a concrete and gravel pad for a future third unit, ADA parking spaces, two 10,000-gallon septic holding tanks, and extensive electrical and wastewater utility installations. Phase 2 consists of the installation of a third modular office of approximately 1,152 square feet and associated site improvements. The project will result in approximately 7,500 square feet of disturbance on a 132-acre parcel and requires the removal of six Coast Live Oak trees. Managed by the San Luis Obispo County Planning Division and the California Department of Parks and Recreation, the project is governed by a Notice of Exemption under the California Environmental Quality Act (CEQA), concluding that no significant environmental impacts will occur. Key operational requirements include strict adherence to environmental and cultural mitigation measures, such as archaeological monitoring during excavation, the implementation of a Spill Prevention and Response Plan, and specific tree preservation protocols. Construction is phased over approximately 30 months, with a focus on energy efficiency and green building standards including CALGreen and California Title 20 and 24. Final acceptance is conducted on-site by the California Department of Parks and Recreation.
