B--METAGENOMICS & TRANSCRIPTOMIC SERVICES
Solicitation # 140G0226Q0145
Solicitation 140G0226Q0145 is a firm-fixed-price Blanket Purchase Agreement (BPA) issued by the USGS OAG Denver Acquisition Branch to provide next-generation sequencing (NGS) services for the Upper Midwest Water Science Center’s Michigan Bacteriological Research Laboratory. The scope of work includes shotgun metagenomics, whole genome sequencing (WGS), and RNA-sequencing (RNA-seq) to support research on bacterial pathogens, antibiotic resistance, and microbial ecology. The contract utilizes technologies such as Illumina, AVITI, Oxford Nanopore, and PacBio. The BPA has a total not-to-exceed value of $300,000.00 and a five-year period of performance from September 28, 2026, to September 27, 2031, with specific performance periods defined by individual call orders. AI Contract Overview

The contract involves providing environmental field sampling and laboratory testing services at various facilities operated by the Niagara Frontier Transportation Authority (NFTA) and Niagara Frontier Transit Metro Systems, Inc. (NFTM). The primary goal is to assess compliance with applicable environmental regulations and permit limits through systematic sampling and analysis, with reports submitted via EPA’s NetDMR portal. The scope includes collecting samples such as stormwater, groundwater, wastewater, and wetlands assessments at designated locations, analyzing them using ELAP-certified laboratories, and reporting results within specified timeframes, including immediate notification of exceedances. The contract is structured as a three-year agreement with two optional one-year renewals, and the estimated value ranges from $500,000 to $2 million. Proposals must be submitted through the Bonfire portal by December 4, 2025, with a pre-proposal/site inspection scheduled for November 13, 2025, and questions due by November 17, 2025. Applicants are required to meet various compliance and certification standards, including NY State contractor tax registration (Form ST-220-TD), adherence to gender-based violence workplace policies, and certifications related to minority, women, and veteran-owned business participation, although no specific MWBE or SDVOB goals are mandated for this procurement. Vendors must certify non-collusion, disclose lobbying activities, and affirm sexual harassment prevention policies. While there are no explicit federal FAR clauses, the contract incorporates state-specific provisions covering permit compliance, non-assignment, worker’s compensation, non-discrimination, and legal obligations. Special clauses focus on airport security and access, requiring contractor employees to undergo TSA background checks, attend NFTA-approved training, and obtain NFTA-issued identification badges at a cost, with penalties for badge non-return. Evaluation of proposals will be based on a balanced assessment of technical merit (40%), cost (40%), and qualifications/experience (20%), employing a best-value trade-off process rather than lowest-price selection. The contract stipulates strict adherence to environmental standards, including EPA-approved analytical methods, laboratory certification, and QA/QC procedures, with inspection and acceptance occurring at the sampling sites and NFTA offices. Although specific delivery timelines and contract type designations are not explicitly detailed, the scope emphasizes timely, accurate data collection, reporting, and compliance with all applicable federal, state, and local environmental regulations. The procurement process emphasizes comprehensive proposal preparation, acknowledgment of all addenda, and strict adherence to submission instructions via the Bonfire portal.
