RFQ FOR ENVIRONMENTAL PLANNING CONSULTING SERVICES UC Davis Health in Sacramento, California requests Statements of Qualifications on or before 4 p.m. Wednesday, September 30, 2026, from qualified firms interested in providing Environmental Planning Consulting services to support the Capital Projects team within the Facilities Planning and Development division. Statements of qualifications shall be specifically tailored to this RFQ, responding directly to the screening criteria (See RFQ document and Consultant Qualification form available on the above link). After Qualification Statements are received, a Screening Committee will review, conduct reference checks and recommend a short list of firms for interviews. A Selection Committee will conduct the discussions prior to selecting the successful firm. UC Davis Health is seeking consulting services to support environmental planning functions for individual projects or plans at the UC Davis Sacramento Campus and for off-site locations within the greater Sacramento Region for projects described in the RFQ. Services include performing environmental planning and environmental review for campus development projects, preparing CEQA and NEPA environmental documents, mitigation monitoring, and providing regulatory, editorial and strategic environmental planning support. Up to 2 firms will be selected for these services. Examples include a Parking Structure, replacement facilities building, or a renovated medical office building 5-8 Exemption Memos $10,000-$40,000 Technical memo to support a CEQA exemption 2-3 CEQA Finding of Fact $7,000-$30,000 CEQA findings to support project approvals 10 Implementation of Project Specific Construction MMRP $30,000-$100,000 Cultural Monitoring, Noise & Vibration Monitoring, review of contractor specifications and monthly reporting 6-10 2020 LRDP Update EIR programmatic mitigation implementation support $15,000-$30,0000 Support implementation of programmatic mitigation measures, including air filter replacement programs 4-5 This blanket professional services agreement will be executed, and individual projects will be identified by specific scopes either as stand¿alone projects, or as part of a larger campus planning initiative. The blanket agreement will not exceed $3 Million. Each individual project¿s scope, deadlines, and work time commitment will be negotiated in advance and may require on¿site presence. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each firm may be required to show evidence of its equal employment opportunity policy. The successful firm and their subconsultants will be required to follow the nondiscrimination requirements set forth in the Agreement documents and to pay prevailing wages at the location of the work. The work described in the Agreement is a public work subject to section 1771 of the California Labor Code. Consultant/Design Professional shall pay all persons providing services and/or any labor on site, including any University location, no less than UC Fair Wage and shall comply with all applicable federal, state and local working condition requirements.
