The Texas A&M University System is soliciting qualified environmental service providers through RFQ-01-FPC-26-267 to establish a pre-qualified pool of vendors capable of delivering environmental testing and compliance services for all Facilities Planning & Construction managed projects across its campuses. The solicitation targets companies with proven expertise in asbestos, lead-based paint, and mold assessment and abatement design, as well as Phase I and Phase II Environmental Site Assessments compliant with ASTM E1527, E2247, and E1903 standards, and the issuance of innocent owner/operator certificates and site investigation reports. All work must adhere to Texas Asbestos Health Protection Rules, NESHAP regulations, and state statutory requirements for public higher education construction. Respondents must submit a statement of qualifications detailing their experience, key personnel resumes, and organizational structure, along with a signed non-collusion affidavit, human trafficking compliance certification, Texas franchise tax certification, and a VetHUB subcontracting plan targeting a 2% goal for certified service-disabled veteran-owned businesses. The submission deadline is July 7, 2026, at 2:00 p.m. Central Time, and proposals must be emailed as two separate PDF files labeled by company name with clear section titles, formatted with sequential page numbers and a table of contents. The agreement, governed by Texas law and structured under a Master Services Agreement (Exhibit E), will serve as a framework for individual task orders issued by system members who will directly pay providers based on a fee rate schedule outlined in Exhibit B, with each assignment subject to a not-to-exceed cap. The term of the master agreement spans from its effective date through August 31, 2029, with options for two one-year extensions, for a maximum life of five years. Providers are required to maintain minimum insurance coverage including general liability, auto liability with a $1,000,000 combined single limit, and excess/umbrella liability, all on an occurrence basis. Indemnification obligations extend to the A&M System, its members, and the State of Texas. Record retention must comply with Texas Government Code Section 552.372, and subcontracting progress reports must accompany each invoice. Payment terms are governed by the Texas Prompt Payment Act, and reimbursement for travel and related expenses must follow state guidelines.
