The United States Air Force, through its ASC/Operational Contracting Division at Wright-Patterson AFB, is preparing to issue a solicitation for the procurement of an environmental test chamber designed to subject biological agent stimulants to sustained high temperature and high humidity conditions. The chamber must operate continuously for at least two weeks, maintaining temperatures between 25°C and 150°C with an accuracy of ±1.5°C, and relative humidity from less than 10% to 95% with ±2% accuracy. It requires dual temperature and humidity controllers, both manual and programmable controls, an internal demineralization system to prevent mineral buildup, and a drain pumping system. The chamber must fit within specified dimensions and either connect to the customer’s existing electrical service or include parts and labor to modify the service. The contract includes delivery and installation at Colorado State University, Fort Collins, Colorado, requiring necessary electrical and plumbing modifications to bring the chamber to full operational status. Plumbing must connect to a water line with a pressure regulator, a sump pump, and a drain hose to a sink. The supplier must provide any commercial warranty on parts and labor at no additional cost and commit to on-site repairs or maintenance within 24 hours of notification. Both new and refurbished equipment will be considered. The solicitation, a total small business set-aside, is expected to be released around September 9, 2011, with responses due by approximately September 16, 2011.
