The United States Army Medical Research Acquisition Activity (USAMRAA) plans to award a firm fixed price indefinite delivery requirements contract on a sole source basis to FD Neurotechnologies for histological slide preparation services. This contract will cover the commercial processing of tissue samples from various species, including guinea pigs, mice, rats, and monkeys. The required procedures include cryoprotection, freezing, paraffin embedding, sectioning, and mounting tissue sections on slides, all performed in strict adherence to previously established protocols. This continuity is essential to preserve scientific consistency and ensure the comparability of neuroanatomical data across specimens and species. The estimated contract value totals $900,000, encompassing a 12-month base period with two additional option years, amounting to a maximum duration of 36 months. FD Neurotechnologies has been identified as the sole responsible source capable of fulfilling these unique requirements due to its local presence near the research site and the necessity for delicate transport of unfrozen brain tissue to maintain specimen integrity. Although other firms may have the capability to produce histological slides, only FD Neurotechnologies can ensure identical processing essential for ongoing research protocols and data continuity. Interested firms are invited to submit capability statements for future potential requirements, but competitive proposals are not being requested for this action. The government retains discretion over whether to conduct future competitive procurements based on information it receives. The contract aligns with regulations under FAR 13.501 and the Clinger-Cohen Act, leveraging a test program for commercial items.

Full Description

The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a firm fixed price indefinite delivery requirements type award on a sole source basis, IAW FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). FD Neurotechnoligies, 6400 Baltimore National Pike Suite 250, Catonsville Maryland has been identified as the only responsible source that can provide histological slides within the conditions as described below. This requirement is for commercially available for histological preparation of tissue including cryoprotection, freezing and paraffin embedding, sectioning with a cryostat and microtome, mounting of tissue sections on slides of guinea pigs, mice, rats, and monkeys. The total estimated award amount is $900,000.00 for a base year (12 months) and 2 option years, for a total award duration of 36 months. Responsible firms may identify their interest and submit a capability statement to respond to future requirements. Submit email capability statements (using PDF, MS Word, Excel attachments) to Erin Maddox at, contact@example.gov. Fax statements may be sent to 410-436- 4863; Attn: Erin Maddox. Email statements are preferred. Statements are due no later than 8:00 A.M. EST on 29 August 2011. No telephone calls will be accepted. This Notice of Intent is not a request for competitive proposals. However, information received from this synopsis will be considered by the government. A determination by the Government not to compete this proposed award is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Other sources may be capable of adequately providing slides; however, the slides must be obtained from FD Neurotechnologies as this work involves an ongoing protocol and in order to insure the consistency and scientific merit of the work, the work must be performed by the same source. The tissue needs to be identically processed as previous tissue to most effectively integrate the overall neuroanatomical assessments and data collection. For the most direct, meaningful comparisons, including among species, it is essential that brain tissue specimens be prepared in an identical manner to ensure research contnuity. FD Neurotechnologies is a local company. In order for this final product, we must transport the brains, which cannot be frozen. If we were to use a company that is not local, we would have no way to transport the brains to the company without risk of damaging the product.
