The contract is a sole source solicitation issued by the United States Army Medical Acquisition Activity (USAMRAA) under the authority of the test program for commercial items, specifically targeting Chesapeake Perl as the only responsible source capable of fulfilling the specialized requirement. The project involves the expression of recombinant mutant paraoxonase 1 (PON 1) proteins using Trichoplusia ni larvae, employing recombinant baculovirus technology to produce these bioscavenger proteins efficiently and cost-effectively. This methodology requires plasmid constructs in transfer vectors to facilitate protein expression, highlighting the technical complexity and specialized nature of the work. Interested parties were invited to submit capability statements by the specified deadline, with all submissions being reviewed to determine whether competitive procurement was warranted, though the government reserves the discretion not to compete. The solicitation represents the entire and only solicitation, negating the issuance of a separate written solicitation. Communications, including capability statements, were to be submitted preferably via email to the designated government contact, with strict adherence to submission requirements and no allowance for telephone inquiries. The contract falls under NAICS code 541711, indicating research and development in biotechnology as its broader classification.

Full Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals will be accepted and a written solicitation will not be issued. The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.501(1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), with Chesapeake Perl, 8510A Corridor Rd, Savage, MD 20763, as the only responsible source that can provide the specialised services needed to fulfill this acquisition. The requirement involves using Trichoplusia ni (T. ni) larvae to express recombinant mutant proteins of paraoxonase 1 (PON 1) a potential catalytic bioscavenger. Plasmid constructs will be made in tansfer vectors and recombinant baculovirus technology will be used to transfer T. ni larvae for the expression and production of sufficient quantities of various recombinant proteins with relatively low cost. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable service is provided by Chesapeake Perl. Submit email capability statements (using PDF, MS Word, Excel attachments) to Jackie McGurk at, contact@example.gov. Fax quotes may be sent to +1 (555) 000-0000; Attn: Jackie McGurk. Email statements are preferred. Statements are due no later than 1:00 P.M. EST on 29 JUL 11. No telephone calls will be accepted.
