The Cowichan Valley Regional District (the “CVRD”) invites Expressions of Interest from commercial property owners, landlords, and real estate representatives to provide suitable lease space for the delivery of Temporary Winter Shelter (TWS) and Extreme Weather Response (EWR) services in the Cowichan Valley. Space available for purchase may also be considered.For the 2026/27 winter season, the CVRD and/or its designated agent for sheltering services are seeking to secure a facility to support:• 24 - 30 Temporary Winter Shelter (TWS) spaces, and• Up to 20 additional Extreme Weather Response (EWR) spacesThe anticipated lease term is from October 24, 2026 to May 7, 2027.The intent of this EOI is to identify suitable properties and establish a shortlist of viable space opportunities for further discussion and potential agreement.Notes This will be the only notice posted to BC Bid concerning this project.
