EOI - OPERATOR OF THE SHIPYARDS’ PIPE SHOP BUILDING

The City of North Vancouver is seeking Expressions of Interest for the lease and operation of the Pipe Shop, a 9,000 square foot heritage venue located within The Shipyards waterfront destination in British Columbia. The objective is to identify a creative operator capable of providing year-round activation that attracts diverse audiences and enhances the economic vitality and visitor experience of the area. The building is offered with minimal fit-out, and while interior adaptations are permitted, the exterior is protected as a heritage structure and cannot be altered. The City is flexible regarding the partnership structure, welcoming proposals for conventional leases, license arrangements, management agreements, joint ventures, or social enterprise models. This process is an invitation for ideas to establish a shortlist for further exploration and is not a formal tender or request for proposals. Submissions will be evaluated holistically based on concept fit, respondent capability, financial and operational sustainability, and the overall contribution to The Shipyards. Interested parties must submit a single PDF file by November 12, 2026, detailing their proposed concept, organizational experience, business model, and intended contribution to the district. The City anticipates entering into a long-term arrangement beginning in the first quarter of 2028.
