EOIR Safety Stations

The Executive Office for Immigration Review (EOIR), under the Department of Justice, is soliciting offers for a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price contract to lease Safety Stations across approximately 60 of its locations nationwide, with a base performance period from August 1, 2026, through July 31, 2027, and four optional one-year extension periods through July 31, 2031. The contract requires the provision of approximately 96 fully equipped Safety Stations, each containing an FDA-approved AED device with standard accessories, a hemorrhagic/bleeding control kit, and a portable medical kit storage box, all of which must be new and not refurbished or previously leased. In addition to equipment deployment, the contractor must conduct facility assessments using government-provided floor plans to determine optimal station placement, perform routine maintenance and restocking in accordance with manufacturer standards, and deliver comprehensive administrative documentation including quarterly inspection checklists, usage logs, maintenance records, and EMS coordination protocols—all of which remain government property. The Government will evaluate offers by aggregating the total cost of the base year and all options, and may deem an offer unacceptable if option pricing is significantly unbalanced. This solicitation is a total small business set-aside under NAICS code 423450, and all proposals must be submitted via the Standard Form 1449 with complete pricing by July 15, 2026, at 1:00 PM ET. Delivery is FOB destination, with risk of loss remaining with the contractor until items are received at the specified location. The contractor is required to use the Department of the Treasury's Invoice Processing Platform (IPP) for electronic invoicing, and invoice submissions must exclude sensitive personally identifiable information (PII) unless explicitly authorized. Compliance with DOJ Order 0904, the Privacy Act of 1974, NIST 800-53 Rev. 5, and other federal privacy and security standards is mandatory, and all personnel accessing government information must sign a Non-Disclosure Agreement and adhere to DOJ IT Rules of Behavior.
