Epoxy Primer, MIL-DTL-53022

The solicitation seeks 1,000 kits of MIL-DTL-53022, Type IV, Class L epoxy primer, a high-solids, corrosion-inhibiting coating that is lead and chromate free, HAPs-free, and two-component, with each kit containing a one-gallon base and one-quart hardener in the correct mixing ratio. The material must be listed on the Qualified Products List (QPL) for this specification and meet a maximum VOC limit of 2.8 lbs/gal with a color acceptable as Light Beige, Light Gray, Off-White, or Buff. As a HAZMAT item, it must be shipped with the most current Safety Data Sheet and Technical Data Sheet, and upon delivery, both components must retain at least 80% of the manufacturer’s original shelf life, with the expiration date clearly marked on the product container and invoice. Delivery is required at Tobyhanna Army Depot, Pennsylvania, by July 20, 2026, under F.O.B. Destination terms, meaning the contractor is responsible for all transportation costs and risks until receipt at the delivery point. The contract is a firm fixed price purchase order with award based on best value, considering price and delivery, not lowest technically acceptable. All proposals must be submitted via email by 9:00 AM EST on July 6, 2026, and must include a completed SF-1449, valid SAM registration, current QPL documentation, and required representations and certifications. The item must be new and unused, and the contractor must comply with numerous FAR and DFARS clauses including cybersecurity requirements under 252.204-7012, prohibitions on materials from Xinjiang and Communist Chinese military companies, and electronic invoicing via WAWF. Payment will be processed electronically through Wide Area WorkFlow, with invoices submitted using DoDAACs HQ0303, W51AA1, and W25G1V for financial routing.
