Bidders must demonstrate qualifications through a preliminary submission, with only those who pass this stage being invited to submit a detailed technical and financial proposal in Stage Two. The work requires the replacement of roofs using architectural metal, asphalt shingles, and SBS modified bitumen membrane, performed by a Roofing Contractors Association of British Columbia member to ensure compliance with the 5-year RoofStar Guarantee. The selected contractor must also secure and coordinate a team of subcontractors, including an electrical solar specialist, structural and electrical engineers, and a third-party observer. All submissions must be received by fax at 1-855-983-1808 or via email at soumissionsami-bidsrpc@pc.gc.ca only; bids via other channels including SAP Ariba, courier, in-person delivery, or links to external documents are invalid. Email submissions must not exceed 15 megabytes in total size, and bidders are responsible for ensuring successful transmission, including splitting large files into labeled segments if necessary. The deadline for Stage One submissions is July 14, 2026, and successful bidders will be notified of their qualification status prior to the issuance of a two-envelope Request for Proposal. The project must be fully completed by November 30, 2026, in compliance with the National Park Act and all applicable regulations. The pre-qualification list from Stage One will expire within 180 days or upon contract award in Stage Two, whichever occurs first, and will not be reused for future procurements. Bidders are encouraged to partner with other businesses and must obtain official documents exclusively from the Government of Canada’s tendering portal to ensure accuracy and avoid disqualification. All inquiries must be submitted in writing at least five business days before the deadline.
