The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR), intends to contract with Equilar, 1100 Marshall Street, Redwood City, CA 94063 on a sole source basis, under authority of FAR 6.302-1, for access to Executive Compensation Data. Equilar has been identified as the only source capable of providing the required content in an arrangement that meets the needs of the OFR. The Office of Financial Research (OFR) requires historical and current executive compensation data for firm management (i.e., CEO's and other named executive officers). The data shall include details on use of base salary, bonuses, pension plans, performance plans, options, restricted stock, on a year by year basis and including granular information on awards including the strike prices of options and performance plan targets. Tracking of options awards including shares, strike price, and value at award date shall also be included. The data shall also contain cash and equity awards practices and vesting parameters. Historical data shall contain at least 10 years of data and be updated on a monthly basis. The data must include over 90% of S&P 500 companies and over 75% of Russell 3000 companies. Equilar's product is the only source of executive compensation data that provides complete executive compensation data with options valuations, both current and historical data dating back to 2000. Equilar provides a subscription to its searchable database and reporting tool of SEC public filing executive pay data for the top 5,000 publicly traded companies. This database is updated daily and contains up-to minute information taken from SEC filings on changes in base salaries, value of option awards through time. The tool includes functionality to develop summary statistics and other relevant criteria available from a menu of options included in the query and reporting tool. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than November 18, 2014 at 12:00 pm EST. Responses must be submitted electronically to PSB3@bpd.treas.gov, Attn: MWomack/GH. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested data. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Equilar. Qualified contractors shall provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
