ESJC – RUG SUPPLY AND CLEANING BID

Education & Training Resources is soliciting bids for a subcontracting opportunity to provide rug supply and cleaning services for the Excelsior Springs Job Corps Center in Missouri. The contractor will be responsible for conducting an initial site tour to determine the necessary rug sizes and quantities, furnishing the campus with rugs, and performing weekly exchanges of dirty rugs for clean ones. The period of performance is scheduled from October 1, 2026, to September 31, 2027, with services delivered F.O.B. destination. Payments are processed within 30 days of invoicing. To be eligible for award, bidders must submit a completed fee-for-service bid sheet, a detailed cost breakdown, a proposed service schedule, and all required Missouri licensing and credentials. Mandatory documentation includes a Form W-9, Vendor Acknowledgement Form, certificates of insurance, and an active SAM.gov registration with a Unique Entity ID. The evaluation is based on the best overall value, and the lowest bid does not guarantee an award. Bids must be submitted in a marked physical envelope to Michael Bugner by 12pm CST on August 14, 2026. The contract is subject to several federal regulations, including the Service Contract Act, the Davis Bacon Act, and Executive Order 14026 regarding minimum wages. Compliance with FAR clauses 52.209-6, 52.203-11, and 51.101 is required. Additionally, contractors must adhere to OSHA regulations, the National Electrical Code, and NFPA Standard No. 101. Strict conduct rules apply on campus, prohibiting the transport of firearms, drugs, tobacco, or alcohol, and forbidding fraternization with students and staff. Depending on the project value, performance and payment bonds may be required for amounts exceeding 35,000 dollars.
