The U.S. Food and Drug Administration, Rockville, Maryland intends to award a firm fixed priced contract for Geographic Information Portal Software to ESRI, Inc.. ESRI Inc. has the following unique services/characteristics that are not found in any other vendor: 1. The ESRI GIS software is already installed and integrated with FDA systems. This procurement is just for the renewal of the software/server maintenance licenses. It was originally selected as the best solution to meet the FDA's needs. 2. ESRI is the sole-source provider of software maintenance (annual renewal of technical support plus ESRI software updates/upgrades) for all ESRI products except ArcLogistics Route and ArcGIS Business Analyst. 3. ESRI is the only supplier of ESRI software maintenance and support contracts. Geographic Information Portal Software is considered critical and imperative to FDA CFSAN's mission. The proposed contract action is for licenses and maintenance for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for proposal and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the stated supplies/equipment can provide supporting documents demonstrating their products capability and specifications.
