This contract was awarded under other than full and open competition authorized under 10 USC 2304 (c)(3) and as implemented in FAR 6.302-3(a)(2)(ii). The contract and its task orders will be cost plus fixed fee due to the emerging and evolving engineering research, development and technical requirements of this program. It is not possible to define and firmly price these requirements at the outset of this contract.
