Missile Defense Agency - Advanced Capability Concepts

The Missile Defense Agency (MDA) Advanced Capability Concepts solicitation, HQ0860-25-S-C001, is an ongoing effort to identify and acquire innovative concepts, technological breakthroughs, prototype demonstrations, and scientific innovations to enhance the robustness and effectiveness of all Missile Defense System elements. This solicitation is open for a five-year period from May 9, 2025, to May 8, 2030, and utilizes a two-step competitive process. In the first step, industry partners submit white papers for evaluation based on technical merit, importance to agency programs, and funding availability. Selected offerors then proceed to a second step involving detailed negotiations. The agency is open to various contract types and authorities, including FAR-based procurements, Other Transaction (OT) agreements, Broad Agency Announcements (BAA), Prototype Entry Points (PEP), and Commercial Solutions Openings (CSO). White paper submissions must be sent electronically to [email hidden] and include a title page, executive summary, program description, program plan with a milestone chart, description of prior work, a Rough Order of Magnitude cost estimate, and a program summary quad chart. Evaluation is weighted heavily toward technical achievement (50%), with research capabilities (25%) and program management (25%) making up the remainder. Offerors must be registered in the System for Award Management (SAM) and are required to disclose any organizational conflicts of interest using MDA Form DA-78-F2. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program where applicable.
