The Naval Air Systems Command, specifically the PMA263 Program Office for Small Tactical Unmanned Systems, has awarded a sole-source, Firm-Fixed Price Indefinite Delivery Indefinite Quantity contract modification to Insitu Inc. This agreement focuses on the procurement of new support equipment, spare parts, and sustainment components for the RQ-21A Blackjack and ScanEagle Unmanned Aircraft Systems. The contract is designed to support Naval Special Warfare, the United States Marine Corps, and various Foreign Military Sales and International Integrated Product Teams. The award was granted without full and open competition under the statutory authority of Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as Insitu Inc. is the sole designer, developer, and manufacturer of the RQ-21A Blackjack. Because the company possesses the proprietary technical data, tooling, and specialized experience required for these systems, it was determined that no other source could satisfy the government's requirements without causing substantial duplication of costs. Performance for this effort is centered in Bingen, Washington.
