The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, in support of the National Highway Traffic Safety Administration (NHTSA) has a requirement to acquire data analysis services that will estimate the effects of traffic management techniques on driver behavior, consisting of the construction of data sets. The first data set (Task 1) will identify trips that traverse roundabouts and the second data set (Task 2) will identify the occurrence of specific behaviors in the trip data from Task 1. The contractor shall identify a subset of the Naturalistic Driving Study (NDS) data produced by the Second Highway Research Project (SHRP2) and will mark elements of the data set according to driver head pose, in addition to other factors. This will enable the Volpe Center to understand trends in driver behavior as they relate to certain roundabout design parameters. The Government intends to award a firm fixed price purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Virginia Tech Transportation Institute (VTTI). The NAICS Code is 541990; the Small Business size standard is $16.5M. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within eight (8) calendar days from the date of publication of this synopsis. Responses received after eight (8) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
