The National Institutes of Health, through its Office of Logistics and Acquisition Operations, intends to award a sole-source contract to Warner Graham LLP for the procurement of specified grades of Ethyl (ethanol) and Isopropyl Alcohol under Federal Acquisition Regulations Part 13, citing a lack of viable alternatives due to the unique and consistent quality requirements of its research operations. The alcohol products, which include various purities and formats such as 200 Proof Ethanol, 99.9% Ethanol, 95% Ethanol, and 70% Isopropyl Alcohol, are essential for maintaining continuity in ongoing laboratory experiments, as 90% of NIH laboratories have historically relied on Warner Graham’s specific brand and lot numbers to ensure data integrity and comparability across studies. The procurement is not open to full competition and is justified under 41 U.S.C. 253(c)(1), as no other supplier meets the stringent specifications, including FDA approval, UN DOT packaging compliance, and a flash point of 55 degrees Fahrenheit. The base and option quantities cover a range of container sizes from one pint to five gallons, with base quantities totaling thousands of units and option quantities tripling those amounts for potential use within a one-year performance period. All deliveries must be made within 30 days of contract award to the NIH Supply Center in Gaithersburg, Maryland. While this is formally a Notice of Intent and not a request for proposals, any responsible source may submit a capability statement by the deadline of July 6, 2026, to be considered for potential competition, though the government retains sole discretion to proceed without competition. The contract will remain under sole-source authority unless new information challenges the uniqueness of Warner Graham’s product. Contact for inquiries is Brian Lind, Contracting Officer, and Tonia Alexander, Contract Specialist, both via NIH email addresses.
