Eufaula Powerhouse Hydroelectric Generator Rewind

The U.S. Army Corps of Engineers Tulsa District has issued a Sources Sought notice, solicitation number CY103, to conduct market research for an anticipated construction contract to rewind three hydroelectric generators at the Eufaula Powerhouse in Oklahoma. The project involves the design, manufacture, testing, disassembly, reassembly, and commissioning of three Westinghouse-manufactured generators, each rated at 31,579 kVA, 13,800 V, 0.95 PF, 60 Hertz, and 100 RPM. Key technical requirements include the design and installation of a new stator core and clamping system for Unit 1, the installation of Machine Condition Monitoring equipment for all units, and various testing phases including voltage endurance, thermal cycle, and generator efficiency tests. This is a preliminary market survey and not a formal solicitation; the government intends to solicit actual proposals around November 2026. Interested firms, including small and large businesses, must submit a PDF Experience/Capabilities Statement of no more than five pages to Clinton Yandell by September 8, 2026. Submissions must include the firm's CAGE code, Unique Entity Identifier, and up to three relevant project examples from the last three years. The government is evaluating potential set-aside designations based on these responses. Large businesses are advised that a Small Business Subcontracting Plan will be required if the project is awarded under full and open competition, and small businesses must adhere to specific limitations on subcontracting and personnel expenditure requirements.
