This contract governs the Monitoring, Operation, Maintenance, and Repairs of the Groundwater Treatment Facility at the former Naval Industrial Reserve Ordnance Plant in Fridley, Minnesota, under the Navy Environmental Restoration Program. The primary objective is to manage and treat trichloroethylene-contaminated groundwater using nine extraction wells and an air-stripping system, with treated effluent discharged into the Mississippi River. Work is structured under a one-year base period with up to four optional one-year extensions, beginning January 31, 2028, and performance is mandated at 54 Northern Stacks Drive, Fridley, Minnesota, 55432. All data generated is Government property and must be uploaded to the Navy’s NIRIS system, while laboratory quality systems must meet the DoD QSM Version 5.1 requirements. All personnel must be experienced, trained in OSHA’s 40-hour Hazardous Waste Operations and Emergency Response standard, and subject to removal if deemed unsafe or incapable.
