Notice of Intent to Single Source to AB SCIEX LLC
Solicitation # FD-2026-467-RBC
The U.S. Department of Commerce, through NOAA’s National Marine Fisheries Service, intends to enter into a sole-source contract with AB SCIEX LLC for comprehensive multi-year service and support of its AB SCIEX ExionLC AE liquid chromatographer coupled with QTRAP 5500 tandem mass spectrometer systems. This requirement includes one base year and three option years to ensure continuous, uninterrupted operation of the high-precision instrument used by the Northwest Fisheries Science Center’s Environmental Chemistry Program. The decision to pursue a sole-source procurement is grounded in the exclusive nature of the proprietary technology and servicing protocols, as only AB SCIEX LLC possesses the authorized certifications, internal schematics, diagnostic software, and factory-trained personnel required to maintain the system’s ultra-sensitive performance under demanding physical conditions. No other vendor can provide services that meet the technical standards necessary for the research environment, and alternative service providers risk causing irreversible damage to the high-value equipment through improper repairs. The contract falls under NAICS Code 811210 with a $34 million small business size standard, and no set-aside is planned. The government has determined that AB SCIEX LLC is the only viable source capable of delivering the required service quality, citing exclusive licensing rights, proprietary data, OEM-specific training, and unauthorized access restrictions as barriers to competition. This notice is not a solicitation and does not invite competitive bids, but firms may submit written documentation within 15 days of publication to challenge the sole-source determination. Responses must be in writing and submitted to Raynier Camerino at raynier.camerino@noaa.gov by August 22, 2026. The government retains full discretion over whether to proceed with a competitive acquisition based on any submissions received. The contract will be performed in Seattle, Washington, with the office of primary contact located in Kansas City, Missouri.

59--ELECTRONIC MODULE,S - AND OTHER REPLACEMENT PARTS, IN REPAIR/MODIFICATION OF
Solicitation # N0038326QPC56
This contract solicitation is for the procurement of 11 units of a flight-critical electronic module identified by NSN 7R-5963-015453394-EQ, with delivery terms FOB origin. Due to the technical complexity and safety-critical nature of the item, acquisition is restricted to previously approved sources only, as the Government has determined that adequate technical data and manufacturing knowledge are not publicly available and remain proprietary to the qualified vendors. The design control activity mandates source approval prior to award, and only those sources already vetted and approved by the cognizant Government engineering activity may be considered. Any new proposed source must submit comprehensive documentation aligned with the NAVSUP Weapon Systems Support Source Approval Information Brochures for spares or repair, depending on intent, and failure to provide complete and accurate data will result in disqualification. If a source approval request is pending review at the time of proposal submission, a copy of the cover letter affirming that submission must be included with the offer. The solicitation explicitly prohibits the use of FAR Part 12 commercial item acquisition policies, meaning the Government is not seeking commercially available off-the-shelf solutions and requires specialized, controlled-source components. The item’s technical data, design capability, and repair expertise are not economically accessible to the Government, making reliance on approved sources essential to ensure operational readiness and quality assurance. Offers must be submitted by the deadline of September 21, 2026, and awards will only be made if the offeror, product, or manufacturer meets all qualification criteria at the time of award in accordance with FAR clause 52.209-1. Additional technical specifications and standards may be accessed via ASSIST-Online or the DODSSP system, though patterns, drawings, and deviation lists are not available through these channels. The primary point of contact for qualification inquiries is Dana N. Knittel at NAVSUP Weapon Systems Support in Philadelphia, and the Government retains the right to proceed with award based on Fleet support needs even if new source approvals are delayed.

Technical data, including specifications, standards, and qualification lists, are accessible via ASSIST-Online or the DoD Single Stock Point, with downloadable PDFs available through the Quicksearch portal and physical requests handled by the DODSSP in Philadelphia. Huempfner Health Care Center in Green Bay, Wisconsin, under a Firm Fixed Price arrangement with a base period running from September 1, 2026, to August 31, 2027, and an option to renew for up to three additional years. Only Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) are eligible to compete, as this is a mandatory set-aside, and all offerors must provide verifiable certification of SDVOSB status to be considered. Evaluation will be based on a trade-off process weighing technical quality and price, allowing award to the most advantageous offer, not necessarily the lowest priced. The contract strictly prohibits unauthorized scope changes and requires immediate notification to the COR if work deviates from the Statement of Work, along with a formal cost estimate for any additional effort. Final acceptance rests with

49--TEST PROGRAM SET, IN REPAIR/MODIFICATION OF
Solicitation # N0038326QFB18
The U.S. Navy, through NAVSUP Weapon Systems Support in Philadelphia, intends to award a sole source repair contract for two units of Test Program Set, Part Number H641, NSN 7R-4920-016667514-SX, to Howell Instruments INC. This action is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302 due to the absence of available technical data or drawings, and the fact that the government does not own or have rights to the intellectual property necessary to source the part from any other vendor. The repair service will be conducted under FAR Part 15 procedures, with delivery terms FOB origin, and is not subject to commercial item acquisition policies under FAR Part 12. While the notice is not a formal request for proposals, all capability statements or quotations received within 45 days of the synopsis posting will be evaluated to determine if competition is viable, though the agency anticipates no other source can satisfy the requirement. Any firm not previously approved to perform this repair must submit a Source Approval Request, but the timeline will not be extended to accommodate such submissions. The opportunity is not set aside for small businesses and will be handled entirely through electronic means via NECO, with no hard copies or phone inquiries accepted. Potential offerors must submit their qualifications via email to the designated point of contact, Kate N. Schalck, and responses are due by September 21, 2026.

Duct Assembly, Air C
Solicitation # 70Z03826QJ0000206
The United States Coast Guard’s Aviation Logistics Center intends to award a sole source Basic Ordering Agreement call to Sikorsky Aircraft Corporation, the Original Equipment Manufacturer, for eight units of the Duct Assembly, Air C (NSN 1660-01-395-6232, Part Number 70500-82231-056) under Basic Ordering Agreement SPE4A1-22-G-0005. This requirement is unrestricted and not subject to any small business set-aside, with the North American Industry Classification System code 336413 and Product Service Code 1660. The item is critical to the MH-60T helicopter fleet expansion and is approved exclusively by the USCG’s Aircraft Configuration Control Board for use on this platform due to its complexity, requiring unique production methods and rigorous testing, justifying sole source procurement under FAR 12.102(a). Delivery is requested within 90 days after receipt of order, with early shipments encouraged at no additional cost to the government, and the F.O.B. point is origin. Inspection and acceptance will be conducted at origin by the Defense Contract Management Agency. Quotations from any responsible source may be submitted via email to Cindy.K.Harmes@uscg.mil and mrr-procurement@uscg.mil with the solicitation number 70Z03826QJ0000206 in the subject line, but the response deadline has been extended to August 7, 2026 at 2:00 PM EDT. Award will be based solely on the determination of fair and reasonable pricing, and no formal solicitation package will be issued. While offerors must submit representations under FAR 52.212-3 and certain clauses of 52.212-5 and 52.213-4, the contracting officer will not consider or enforce specific provisions including Paragraph (d) of 52.212-3 and several subsections of 52.212-5 and 52.213-4, despite SAM requirements possibly still prompting their inclusion. The requirement remains under the Basic Ordering Agreement, and no award will be made until pricing is deemed fair and reasonable.

Price is evaluated for fairness and reasonableness, but the government will use a trade-off approach, favoring the most advantageous proposal when combining technical and delivery performance over lowest cost alone.
