The North Carolina Department of Public Safety’s Division of Juvenile Justice is seeking a comprehensive evaluation and confidence testing of all electronic security and control systems installed across its facilities, under a contract designated as evaluation and testing (E&CT). This initial phase aims to thoroughly assess the operational status of these systems, with a final detailed report to be provided to the DJJ contract administrator. The contract, posted on August 5, 2025, with a response deadline of September 8, 2025, is valued between 500,000 and 1.5 million dollars and is structured as a multi-year effort, beginning with a one-year base period and options for up to three additional renewal years. The scope includes system testing, 24/7 support during the evaluation, and the potential for subsequent phases involving service and preventive maintenance, contingent upon successful completion of the initial phase. The contractual framework is governed primarily by North Carolina state law, with incorporated clauses emphasizing standard terms such as amendments only in writing, compliance with applicable laws, confidentiality, and timely performance. Notably, federal FAR clauses are not explicitly incorporated; instead, the contract references state statutes, administrative codes, and specific state procurement procedures. The evaluation process will utilize a best value, lowest price technically acceptable approach, with the possibility of requesting best and final offers and conducting demonstrations. Deliverables include detailed testing reports, with acceptance contingent upon inspection and testing at the facilities, ensuring all systems meet operational standards and safety requirements. The contract emphasizes quality assurance, proper packaging, and shipping, with a focus on recyclable materials, and mandates compliance with E-Verify and HUB participation requirements. Payment will be processed through the state’s eProcurement system, with detailed hourly service rates and optional renewal periods, and the vendor must adhere to strict submission protocols via the North Carolina Sourcing Tool, ensuring timely and complete electronic proposals.
