Solicitation # S-34000-00018226
The Oregon Department of Environmental Quality is conducting a sole source procurement under solicitation S-34000-00018226 to engage the Northeast States for Coordinated Air Use Management (NEsCAUM) for multi-state clean vehicle program support. This contract focuses on the adoption and implementation of California vehicle emission standards under Clean Air Act Section 177, including support for Low Emission Vehicle, Zero Emission Vehicle, and Advanced Clean Trucks and Cars programs, as well as future Drive Forward actions. NEsCAUM will provide critical facilitation of interstate workgroups, coordination between states and industry stakeholders, and representation before the U.S. EPA, USDOT, and the California Air Resources Board. Additionally, they will provide technical analysis regarding fueling infrastructure, market readiness, and federal policy impacts. The City of Santa Monica, a beachside municipality in Los Angeles County with a population of approximately 93,000, is seeking to evaluate and establish its own local discharge limits for water treatment facilities to support its expanding Sustainable Water Infrastructure Project (SWIP) Advanced Water Treatment Facility, which produces up to 1.5 million gallons per day of advanced treated recycled water from municipal wastewater, stormwater, urban runoff, and brackish groundwater. Historically, all wastewater was discharged to the City of Los Angeles' Hyperion Water Reclamation Plant under its discharge limits; however, with the introduction of SWIP’s indirect potable reuse program—using subsurface injection to augment groundwater—the City must now develop independent local limits to ensure source protection, regulatory compliance, and future feasibility of direct potable reuse. This effort is critical for reducing reliance on imported water, enhancing drought resilience, and improving water quality in Santa Monica Bay. The procurement under solicitation 2026-RFP-00020 seeks a qualified provider to conduct a comprehensive local limits study, including technical analysis, regulatory alignment, and stakeholder engagement, with deliverables governed by stringent water quality standards under 40 CFR §136 and State Water Board accreditation requirements. The evaluation of proposals prioritizes technical experience and competence at 50%, followed by the ability to meet the work plan at 25%, value-added services at 15%, and cost at 10%, reflecting a best-value trade-off approach rather than a lowest-price selection. Offerors must demonstrate compliance with extensive special requirements including living wage standards, non-discrimination policies, conflict of interest disclosures under the Levine Act, and adherence to California labor and insurance standards, including DIR registration and workers’ compensation coverage. Contractors must also comply with data security frameworks such as NIST 800-53, ISO/IEC 27001, and SOC 2, particularly if handling sensitive data, and must hold a valid Santa Monica business license if operating within city limits. All submissions must be signed by an authorized representative, include resumes of key personnel, and comply with confidentiality rules, with the City reserving the right to terminate the contract for convenience or lack of appropriations. Sampling and monitoring must follow prescribed protocols including chain-of-custody documentation, preservation at 6°C, and analysis by ELAP-accredited labs at designated effluent and influent points, ensuring alignment with NPDES permit conditions and regional water quality standards. The City is a beachside city of 8.3 square miles on the west side of Los Angeles County and borders the Santa Monica Bay. The City has a population of approximately 93,000 and produces primarily municipal wastewater and some commercial wastewater that is mostly conveyed to the Hyperion Water Reclamation Plant (Hyperion WRP), owned and operated by the City of Los Angeles, Bureau of Sanitation. The City has expanded its recycled water program to reduce its reliance on imported water supplies, create a local drought-resilient source of high-quality water, and improve water quality in Santa Monica Bay. The Sustainable Water Infrastructure Project (SWIP) Advanced Water Treatment Facility (AWTF) produces up to 1.5 million gallons per day (mgd) of advanced treated recycled water from stormwater, dry-weather runoff, municipal wastewater. Approximately 0.5 mgd is from the upgraded Santa Monica Urban Runoff and Recycling Facility (SMURRF) that treats stormwater, urban runoff, and brackish groundwater. Stormwater, urban runoff is captured at the City's Clean Beach Initiative (CBI) project tank and a infiltration gallery is available beneath the CBI tank to draw on brackish groundwater when needed. This treated water from SMURRF is permitted as a dilution water source under California Title 22 Groundwater Replenishment Reuse Project. All of this provides a source for nonpotable and indirect potable reuse in the City. Please see Attachment A for an overview. Historically, all of the City's wastewater all terminated at the City of Los Angeles Hyperion WRP. As a result, the City's local limits matched those of the City of Los Angeles. Due to the recently added SWIP AWTF, the City now needs to develop its own local limits to enhance its source protection program and support the City's potable reuse program. The City's potable reuse program currently consist of indirect potable reuse - groundwater augmentation via subsurface application (or direct injection) of advanced treated recycled water from the SWIP. The City is currently evaluating the feasibility of implementing direct potable reuse in the near future.
