Data Analysis for Quality, Safety & Oversight of the End Stage Renal Disease (ESRD), Transplant, and Organ Procurement Organization (OPO) ProgramsThe Centers for Medicare & Medicaid Services (CMS) is awarding a sole source, firm-fixed-price contract to the University of Michigan / Kidney Epidemiology and Cost Center (UM/KECC) for data analysis and reporting services critical to the oversight of End-Stage Renal Disease (ESRD), Transplant, and Organ Procurement Organization (OPO) programs. This action is justified under specific federal acquisition regulations due to the unique and specialized expertise of UM/KECC, with no other entity capable of fulfilling the required functions. The acquisition is conducted under FAR Part 12 because the services are classified as commercial services, ensuring streamlined procurement processes while maintaining rigorous standards. The contract requires the contractor to produce a comprehensive suite of detailed, timely, and standardized reports on dialysis facilities, transplant programs, and OPOs, including facility-specific profiles, state and regional comparisons, outcome rankings, and composite data for survey planning. These reports are essential tools for CMS and state agencies to monitor performance, ensure compliance, and enhance the safety and quality of care across the national kidney disease treatment and transplant network. All deliverables must be distributed securely and promptly via a dedicated website to support oversight stakeholders including surveyors, state authorities, providers, and the public. Reports include monthly initial transplant program updates, organization-specific OPO analyses, state-ranked outcomes lists with public-facing reversed top-performer versions, and nationally aggregated statistics that highlight variations in practice and patient outcomes. The work is governed by a detailed Statement of Work and is critical to CMS’s mission of accountability and transparency in renal and transplant healthcare. The solicitation, identified as 75FCMC26R0057, was posted on July 10, 2026, with responses due by August 10, 2026, and is administered by the Office of Acquisition and Grants Management within the Department of Health and Human Services, based in Baltimore, Maryland. Point of contact for inquiries is Joshua Czerski, with Brian Humes as secondary contact.

Rigorously Evaluating Approaches to Prevent Child Sexual Abuse and Problematic Sexual Behavior among YouthThe Centers for Disease Control and Prevention’s National Center for Injury Prevention and Control is seeking investigator-initiated research proposals to rigorously evaluate programs and policies aimed at the primary prevention of child sexual abuse and problematic sexual behavior among youth under 18. Child sexual abuse is defined as sexual victimization by an adult, while problematic sexual behavior refers to developmentally inappropriate sexual actions by youth that may cause harm, whether intentional or not. The research must focus on one of three priorities: prevention efforts targeting digital spaces such as the creation or distribution of explicit imagery involving children, initiatives addressing the use of digital platforms for commercial sexual exploitation and sex trafficking of minors, or organizational policies within youth-serving settings like schools, foster care, faith-based groups, and community centers designed to prevent abuse and harmful behaviors. The goal is to build a strong evidence base for effective primary prevention strategies that can be widely implemented. All proposals must meet gold standard research criteria to ensure rigorous evaluation, and applicants are expected to design studies that can demonstrate measurable impact and scalability. The funding opportunity is open to researchers and institutions capable of conducting high-quality, independent evaluations, with no set-asides specified. Interested parties can direct inquiries to Dr. Candis M. Hunter via the provided contact information. The announcement was posted on July 10, 2026, and prospective applicants are encouraged to review the full solicitation through the official grants portal for detailed submission guidelines and requirements.

SBES Data Discovery and Interoperability AwardsThe Department of Commerce’s National Oceanic and Atmospheric Administration is soliciting responses to a sources-sought notice for a sole-source, Firm-Fixed-Price contract to award the University of Colorado Boulder’s Natural Hazards Center for the SBES Data Discovery and Interoperability Awards. The requirement is strictly for an existing, operational, data-rich social, behavioral, and economic science (SBES) framework and database that is already in use and cannot be developed under this contract. The selected contractor will leverage this pre-existing framework to administer competitive subcontracts to academic researchers, directing efforts toward metadata alignment, open-source tool development, dataset integration proofs-of-concept, and interoperability readiness assessments to enhance the discoverability and usability of SBES data for integration with meteorological and hydrological systems. The Natural Hazards Center is identified as the only entity capable of fulfilling this requirement due to its unique network of over 146 researchers across 80 institutions, its established Weather Ready Research Program, and its prior collaboration with NOAA under the Weather Ready Nation initiative, which has cultivated a comprehensive repository of SBES data tied to extreme weather and water events. The anticipated contract period is two years beginning on or before September 18, 2026, with no option periods, and work will be performed at the contractor’s facility, though the place of performance is listed as Silver Spring, Maryland. The contractor must demonstrate proof of an existing SBES framework, along with experience managing academic research partnerships or subcontracts, and must be registered in the System for Award Management. All personnel must clearly identify as contractors in written and verbal communications, wear visible badges during in-person interactions, and include formal signature blocks in all deliverables. Key deliverables include draft subcontract solicitation materials and review criteria within 60 days of award, proposed subcontract documentation by day 180, and cumulative program reports at day 330 and 30 days before contract closeout. Performance will be monitored through quarterly check-ins with the Contracting Officer’s Representative, with strict acceptance criteria: 95% of deliverables due on time, 90% of technical documents accepted after no more than one major revision, and 98% of system data entries accurate and complete. The government retains the authority to withhold invoices for substandard performance, issue Contract Discrepancy Reports, and assign negative past performance ratings. Responses must be submitted via a designated Google Portal by the deadline and must exclude any proprietary or confidential information. This notice does not constitute a commitment

The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) intends to award a sole source firm-fixed price purchase order contract to the Trust Initiative Foundation. The address is 900 G Street NW, Washington, DC 20001. This period of performance for this contract will be for 12 months. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 13.106-1(b)(1) only one responsible source reasonably available and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 541720. The size standard is $22 Million dollars. The Government intends to purchase services for evaluation support of Tobacco Use in Popular Media Targeted to Youth. This requirement is in support of the NCCDPHPs Office on Smoking and Health (OSH). The purpose of this purchase order is to obtain contractor assistance to evaluate and monitor existing and emerging popular media platforms targeted to youth to identify the amount of tobacco use imagery. Media platforms include, but are not limited to, streaming television programming, music videos, movies, video games, and social media. While smoking rates have been declining for decades, tobacco imagery on screens and in pop culture including TV, streaming, video games, movies and social media contributes to contribute to the normalization of smoking and tobacco use. These images have influence, especially among youth and young adults, who are uniquely susceptible to social and environmental influences to use tobacco. The Surgeon General has concluded that there is a causal relationship between depictions of smoking in movies and the initiation of smoking among young persons. However, less is known about the extent and impact of other forms of media exposure. Notably, it is necessary to understand the reach of tobacco incidents in streaming and other media platforms. While smoking in TV programs has not been studied as extensively as tobacco imagery in movies, it is reasonable to conclude a similar harmful impact is possible. However, continued research will be necessary to understand how this exposure affects youth tobacco initiation and use. The first step in that research is to fully understand the extent of exposure. This requirement is necessary for the NCCDPHP/OSH to accomplish the CDCs mission. Only the Truth Initiative Foundation is capable of meeting the CDCs needs for this requirement. The Truth Initiative is the only national organization that is funding and conducting research on smoking in popular media, first reporting on the extent of tobacco use in streaming in 2018. Based on estimates of Truths initial research, approximately 28 million young people were exposed to tobacco through television and streaming programs just from exposure from the most popular shows alone. That exposure is a significant public health concern because viewing tobacco use in on-screen entertainment media is a critical factor associated with normalizing tobacco use, which can lead young people to starting to smoke. The Truth Initiative Foundation is particularly well situated to conduct future research on this topic and has the infrastructure and expertise necessary to meet CDCs needs on this topic. Truth has a longstanding history of addressing youth tobacco use including numerous publications on the impact of marketing on youth. Truth is a trusted source of information on this topic as reflected by both their role in earned media and published scientific literature on this topic. The Truth Initiative Foundation has a long history of collaborating with OSH and CDC in addressing issues of public health importance related to youth tobacco use. Youth collaborates with CDC by working with states on tobacco control policy and has collaborated with numerous CDC staff on publications on topics which include media, evaluation and tobacco marketing and sales. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to the Truth Initiative Foundation. Truth Initiative Foundation is the only source available to provide this services that will meet NCCDPHP/OSHs mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Tim Williams via email to TLWilliams3@cdc.gov using solicitation number 75D301-20-Q-71818 in the subject line, no later than 8:00am Eastern Time, June 4, 2020.
