Full Description

The USDA NRCS in New York is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to heavy rain and flooding conditions as a result of Hurricane Irene and Lee, to relieve imminent hazards to life and property. The project shall protect the south bank of Bonesteel Creek that suffered significant erosion in the late summer of 2011 due to Hurricane Irene and Tropical Storm Lee. This repair shall also reduce the sediment load into the Poesten Kill and ultimately the Hudson River. The project focuses on the installation of approximately 190' of stacked rock wall, two stream barbs, and one J-hook grade control to stabilize the channel of Bonesteel Creek. Approximately 190' of stacked rock wall, ~5' high, will be installed along the south bank. Two stream barbs will redirect the flow away from the wall and a J-hook will serve as grade control to prevent the further progression of an existing head-cut in the channel. Existing large rock may be used for lining the channel downstream of the J-hook. Additionally, an area that suffered a mass slough will be refilled with the excavated spoil, graded to a stable slope, and reseeded to prevent further erosion. The project is located along Blue Factory Road, in the Town of Poestenkill, New York. The site can be located at 42.7092 N Latitude and 73.5078 W Longitude - near the hamlet of Ives Corner. A Payment Bond in the amount of 100% will be required within 5 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired. A firm-fixed price award is anticipated under simplified acquisition procedures, and is being set aside for Small Business residing or primarily doing business in the New York State counties of Albany, Broome, Bronx, Chenango, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Fulton, Franklin, Greene, Hamilton, Herkimer, Kings, Montgomery, Nassau, New York, Oneida, Orange, Otsego, Putnam, Queens, Rensselaer, Richmond, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, and Westchester. The local area set aside is defined in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The solicitation package, construction drawings and specifications will be posted and available from this site on or about July 28, 2014. Requests for Quotes, under Simplified Acquisition procedures will be due on or about August 18, 2014. A pre-bid site showing is being planned for Tuesday, August 5, 2014, the details of which will be specified in the solicitation package. Price Range is between $25,000 - $100,000
