Exchange of up to 75,000 Acre-Feet of Santa Clara Valley Water District’s Central Valley Project Water Supplies with State Water Project Water Supplies

Agreement SWP #26024 establishes a water supply exchange of up to 75,000 acre-feet between the Santa Clara Valley Water District and the California Department of Water Resources. Under this arrangement, the Department of Water Resources delivers State Water Project supplies from the Banks Pumping Plant to turnouts in Reach 9 of the South Bay Aqueduct. In return, the Bureau of Reclamation makes an equivalent amount of Central Valley Project water available to the Department of Water Resources at O'Neill Forebay for delivery to service areas south of that location. This exchange is governed by the 2026-2027 Consolidated Place of Use Order, which was approved by the State Water Resources Control Board. The approval is effective from July 22, 2026, through July 21, 2027. The agreement involves coordination between the California Department of Water Resources, the Santa Clara Valley Water District, and the U.S. Department of the Interior's Bureau of Reclamation.
