Exchange of up to 75,000 Acre-Feet of Santa Clara Valley Water District’s Central Valley Project Water Supplies with State Water Project Water Supplies

Agreement SWP #26024 establishes a water supply exchange between the California Department of Water Resources (DWR) and the Santa Clara Valley Water District. Under this agreement, DWR will deliver up to 75,000 acre-feet of State Water Project (SWP) water from the Banks Pumping Plant to the district's turnouts in Reach 9 of the South Bay Aqueduct. In return, the U.S. Department of the Interior's Bureau of Reclamation will make an equivalent amount of Central Valley Project (CVP) water available to DWR at O'Neill Forebay, which DWR will then distribute to SWP service areas located south of that location. The exchange is authorized under the 2026-2027 Consolidated Place of Use Order, with State Water Resources Control Board approval effective from July 22, 2026, through July 21, 2027. The project is located in Santa Clara County and is classified as a forecast under NAICS code 221310. It has been granted environmental exemptions under CEQA Class 1 and California Water Code Section 1729, as the activity utilizes existing facilities and does not establish a new permanent water supply or support new development. The agreement was signed on August 31, 2026.
