The contract involves the planning and execution of the Selected Restricted Availability (SRA) maintenance period for the USS HIGGINS (DDG 76), a guided-missile destroyer home-ported in San Diego, California. The work is managed by the Naval Sea Systems Command (NAVSEA) and includes detailed production engineering support, production planning, procurement, manning and production analysis, and integration of production work. The goal is to modernize, repair, and prepare the USS HIGGINS for its upcoming maintenance availability scheduled to start in March 2016 and to be completed by June 2016. The planning phase spans from March 2015 to March 2016, with the actual maintenance following directly after. BAE Systems San Diego Ship Repair is the sole provider qualified to perform this work under the existing DDG-51 Class Multi-Ship, Multi-Option (MSMO) contract, and the contract will be extended to cover the FY16 requirement without full and open competition. This extension does not introduce any new scope beyond the original contract terms, leveraging BAE’s current experience with similar DDG-51 class ship availabilities in the same homeport. Interested subcontractors are encouraged to contact BAE directly for opportunities. The contract ensures all necessary management, technical analysis, procurement, production, testing, and quality assurance to meet the operational readiness and maintenance standards for the USS HIGGINS.

The period of performance of the contemplated Execution Planning will be from March 2015 until March 2016, and the Accomplishment of the CNO Scheduled USS HIGGINS (DDG 76) SRA will be from March 2016 until June 2016. To fulfill the agency's requirements, this effort will be procured, without full and open competition, under the authority of 10 U.S.C. 2304 (c)(1) from the only qualified source capable of performing the work without unacceptable delays. The latest option exercise date for accomplishment will be extended from 29 July 2015 to the start of the availability, which is expected to commence 07 March 2016.
